Les dispositions arrêtées pour le fonctionnement des quatre instruments sont identiques: cycles pluriannuels de programmation stratégique (avec deux périodes définies de 2007 à 2010 et de 2011 à 2013) fondés sur les orientations données par la Commission, allocation de ressources et programmation opérationnelle fixées annuellement, évaluations pluriannuelles.
The same provisions have been defined for the operation of the four instruments: multiannual strategic programming cycles (with two periods defined as 2007-2010 and 2011-2013) on the basis of guidelines communicated by the Commission, annual allocation of resources and operational programming, multiannual evaluations.

4. En conformité avec l'article 22, paragraphe 7, lorsque la Commission, sur la base de l'examen du rapport final de mise en œuvre du programme opérationnel pour les Fonds ou du dernier rapport annuel de mise en œuvre pour le FEAMP, établit une incapacité importante à atteindre les valeurs cibles fixées dans le cadre de performance, elle peut appliquer des corrections financières par rapport aux priorités concernées, par voie d'actes d'exécution.
4. In accordance with Article 22(7), where the Commission, based on the examination of the final implementation report of the operational programme for the Funds or the last annual implementation report for the EMFF, establishes a serious failure to achieve the targets set out in the performance framework, it may apply financial corrections in respect of the priorities concerned, by means of implementing acts.

Stresses that falling figures in the area of agriculture are also the result of the effective operation of the integrated administration and control system (IACS); therefore insists that that system be used in all Member States; regrets the fact that, according to paragraph 4.8 in the European Court of Auditors' 2004 annual report, more than seven years after the time limit for full implementation of the system, the IACS is still not fully implemented in Greece; notes that the government of Greece has refuted these claims and in November 2005 opened negotiations with the Commission in order to settle the issue;
