s'inquiète de la difficulté d'accès aux marchés publics chinois pour les entreprises étrangères alors que l'accès aux marchés publics européens est garanti; est préoccupé par la concurrence déloyale des entreprises chinoises, en mesure de proposer des offres nettement plus avantageuses que celles des opérateurs européens, notamment grâce à des aides d'État déguisées; se félicite de la révision et de l'élargissement de la portée de l'accord plurilatéral sur les marchés publics (AMP) conclu le 15 décembre 2011 durant la dernière conférence ministérielle de l'OMC ainsi que des engagements pris par la Chine à cette occasion même s'ils sont encore insuffisants; encourage dès lors la Chine à faire une offre d'adhésion à l'AMP comparable à celle des autres parties à l'accord comme elle s'y est engagée dans son protocole d'accession à l'OMC; demande à la Commission d'élaborer rapidement un instrument européen, si possible en 2012, pour assurer la réciprocité dans le domaine de l'ouverture des marchés publics; estime qu'il est également indispensable de renforcer les instruments destinés à encourager, coordonner et soutenir l'accès des PME européennes à des marchés prioritaires tels que le marché chinois;
Is concerned by the fact that foreign businesses face difficulties in accessing Chinese public procurement, which stands in contrast to the fact that access to European public procurement is guaranteed; is concerned by the possibly unfair terms of competition that apply whereby, in particular, disguised state aid allows Chinese businesses to make markedly better offers than their European competitors; welcomes the revision – and broadened scope – of the Agreement on Government Procurement (GPA) that was agreed on during the last WTO Ministerial Conference on 15 December 2011, and the commitments made by China on that occasion, even though they are still insufficient; encourages, therefore, China to offer to join the agreement on terms comparable with those of other parties to the Agreement, in line with its commitment in its protocol on accession to the WTO; calls on the Commission rapidly to develop, if possible in 2012, a European instrument to ensure reciprocity as regards openness in public procurement markets; considers that it is also crucial to reinforce instruments aimed at encouraging, coordinating and supporting market access for European SMEs on priority markets such as China;

(c) providing support to European cultural and creative operators, in particular organisations and international networks, including through digital platforms, in order to facilitate access to professional opportunities, so that they may develop their field of activities and experimentation, while ensuring their contribution to the debate about policy development at European level.

Le renforcement des fournisseurs de services de communications électroniques, ainsi que l'existence de conditions juridiques uniformes, permettront d'accroître l'attrait des opérateurs européens aux yeux des investisseurs financiers institutionnels, notamment des fonds de capital-investissement. Une capitalisation accrue des opérateurs augmentera leur capacité d'investissement.
Strengthening electronic communication service providers and uniform legal conditions will increase European service providers' attractiveness to institutional investors, including private equity funds. The provision of additional capital to operators will increase their investment capacity.

Les États membres ont alors décidé d'ouvrir le marché à la concurrence, ce qui a permis aux consommateurs de bénéficier d'un choix plus vaste, et notamment d'un plus grand nombre de chaînes et de nouveaux services; cela a aussi favorisé l'apparition et la croissance d'opérateurs européens importants, ainsi que la mise au point de techniques nouvelles, et instauré davantage de pluralisme dans le secteur, ce qui va au-delà de la simple existence de chaînes et de services supplémentaires.
Member States have therefore decided to introduce competition in the market. This has led to a wider choice for consumers, as many additional channels and new services became available; it has also favoured the emergence and growth of strong European operators, the development of new technologies, and a larger degree of pluralism in the sector, which means more than a simple availability of additional channels and services.

40. insiste sur la nécessité d'assurer la coordination des opérateurs et organismes publics du tourisme des nouveaux États membres dans les réseaux et les structures existant au niveau européen, notamment afin de les associer pleinement - par l'échange d'expériences et de bonnes pratiques - aux destinations touristiques des anciens États membres de l'Union;

Stresses the need to introduce co-ordination of the new Member States' tourism operators and public bodies into the networks and structures which exist at European level, with a particular view to fully associating them, by means of exchanges of experience and good practice, with the tourist destinations of the older Member States;

[30] The Interinstitutional Agreement on better lawmaking provides the following definitions: Co-regulation: “. the mechanism whereby a Community legislative act entrusts the attainment of the objectives defined by the legislative authority to parties which are recognised in the field (such as economic operators, the social partners, NGOs or associations)”; Self-regulation: “the possibility for economic operators, the social partners, NGOs or associations to adopt amongst themselves and for themselves common guidelines at European level (particularly codes of practices or sectoral agreements)”. The rules on the functioning of the social dialogue (Articles 138 and 139 TEC) and standardisation according to the “New Approach” are not affected by this agreement.

Les aides d'État dans le secteur maritime s'inscrivent dans une politique communautaire visant à sauvegarder l’emploi communautaire, préserver le savoir-faire maritime de la Communauté, développer les aptitudes maritimes et améliorer la sécurité, ainsi qu'à réduire le désavantage concurrentiel des opérateurs européens, qui sur le plan international doivent faire face à des opérateurs le plus souvent astreints à de moindres exigences fiscales, sociales et notamment de sécurité.
State aid to shipping is part of a Community policy designed to safeguard employment in the Community, preserve the Community’s maritime expertise, develop maritime skills and enhance safety, as well as reduce the competitive disadvantage suffered by European operators who, at international level, are obliged to confront operators who, more often than not, are subject to less stringent requirements in fiscal, social and, in particular, safety terms.
