IN-CONTEXT TRANSLATIONS

Pour combler le retard européen dans ce domaine, l'Union soutient une action d'interconnexion des réseaux télématiques nationaux à des niveaux de capacité progressivement croissants : 34 Mbits/s, 155 Mbits/s aujourd'hui, bientôt 622 Mbits/s, l'objectif final étant d'atteindre l'ordre de grandeur du Gbits/s, niveau auquel opèrent déjà certaines liaisons aux Etats-Unis.
To reduce the disparities in Europe in this area the Union is supporting an interconnection project of national telematics networks at progressively larger capacity levels: 34 Mbits/s, 155 Mbits/s now, and soon 622 Mbits/s, the ultimate objective being to achieve the order of magnitude of Gbits/s, at which some connections already operate in the United States.

33. Asks the European Council to reaffirm the significance of Europe’s energy supply and a diversified and sustainable access to energy resources; notes that some Member States lack the capacity to diversify their energy supplies and are thus becoming increasingly vulnerable; in this respect, strongly supports the collaborative efforts of Member States in crisis situations; stresses that the protection of critical infrastructure in Europe should activate the mutual defence and/or solidarity clause; notes also that operation ATALANTA is already performing an energy security role by combating pirates who have hijacked a number of oil tankers since 2008; believes, therefore, that these aspects need to be part of the necessary strategic approach; emphasises, in this connection, that energy supply is a crucial factor for successful CSDP missions and operations;

Notes that for years the Chinese banking system has been growing rapidly; that this has been accompanied by a gradual opening of the banking and financial sector to foreign interests; that this is taking place in accordance with the basic principles of the WTO Agreement and the transitional periods granted to China when it joined the WTO; that many Chinese commercial banks have already been authorised to work with foreign lenders; that, finally, more than 400 international banks and financial institutions have opened branches or representations in China; calls on China to continue this process, further to relax the remaining restrictions on foreign banks as regards customer transactions, areas of business and regional activities and ultimately to dismantle them altogether in order to create greater scope for development for foreign banks or banks with foreign capital participation; calls on China, furthermore, to allow all foreign or mixed banks to conduct customer transactions in the Renminbi, and, in the near future to lift all restrictions on Renminbi transactions by foreign banks throughout China; calls on China, furthermore, in addition to relaxing market access rules for foreign or mixed banks implemented introduced so far, also to relax controls on external financial institutions and, in this connection, to reduce the capital requirements for the establishment of foreign financial institutions from the present excessively high level so as to allow these undertakings effective market access;

(7) It is appropriate, where possible, to use existing structures in applicant countries for certain financial operations in each of these countries there is already a national fund through which PHARE monies are transferred and paragraph 2(v) of the Annex to Regulation (EC) No 1266/1999 provides that the national authorising officer shall bear the full financial responsibility and liability for the funds.
