Deux propositions corollaires sur les OPCVM, actuellement en cours de négociation au Conseil et au PE, élargiront l'éventail des investissements accessibles aux organismes de placement collectif qui souhaitent vendre des parts sur une base transfrontalière.

These include, firstly, introducing a management company passport; secondly, facilitating cross-border mergers of funds, in order to reduce the number of funds provided in the European Union and thus resolve the imbalance that can currently be seen between Europe and, in particular, the United States; thirdly, providing the possibility of master-feeder structures, in other words the option of investing one fund in another master fund and having that master fund manage the investments; fourthly, developing a short – only two pages long – information document, known as the key investor information, containing the most important information for small investors; fifthly, simplifying the notification procedure in order to ensure that, when a fund requests authorisation in a country where it is not yet authorised, this does not de facto result in a new re-authorisation; and, finally, strengthening supervisory cooperation.

2. invite la Commission à réfléchir à un futur élargissement du champ d'application de l'article 19, paragraphe 1, de la directive OPCVM III sur les actifs éligibles aux fonds immobiliers ouverts et aux fonds de fonds alternatifs, sachant que les indices de fonds alternatifs sont déjà éligibles; souligne la nécessité d'évaluer dans tous leurs éléments les avantages et inconvénients d'une telle modification en attachant une attention particulière à la protection de la marque OPCVM; souligne qu'il ne faut pas pour autant interrompre la révision actuellement en cours de la directive OPCVM III;

Calls on the Commission to examine future extension of Article 19(1) of the UCITS III Directive on eligible assets to OREF and FoHF bearing in mind that eligibility is already granted to hedge fund indices (HFI); highlights the need for a full impact assessment of the risks and benefits of such a change, thus paying particular attention to the protection of the UCITS brand; underlines that this shall not interrupt the currently ongoing revision of UCITS III;

C. whereas open-ended real estate funds (OREF) and funds of hedge funds (FoHF) as well as other non-harmonised retail funds currently remain outside the UCITS framework and hence do not benefit from a European passport, which limits the diversity of investment products available to retail investors as well as the investment strategy of UCITS,
