12. prend acte de ce que la Commission place la pauvreté au cœur de sa nouvelle politique de «différenciation»; constate, cependant, que 70 % des personnes dont le revenu est inférieur au seuil de pauvreté vivent dans des pays à revenu intermédiaire, dont bon nombre restent fragiles et vulnérables, notamment les petits États insulaires en développement, et regrette, par conséquent, que les pauvres, dans ces pays, restent privés d’accès à l’éducation, à la santé et à d'autres fruits de la croissance économique interne, ce qui est imputable à la responsabilité de ces États; invite la Commission à fixer, dans le cadre de la mise en œuvre du concept de différenciation, des critères de vulnérabilité dans les orientations de programmation communes du nouvel instrument de financement de la coopération au développement et du onzième Fonds européen de développement actuellement examiné, et à tenir compte des réalités de la pauvreté, du développement humain et des inégalités dans un pays, et pas uniquement du RNB de ce dernier;

Notes that the Commission makes poverty a central issue in its new policy of ‘differentiation’; observes, however, that 70 % of people whose income is below the poverty threshold live in middle-income countries, many of whom remain fragile and vulnerable, notably the Small Island Developing States (SIDS), and hence deplores the fact that the poor in those countries continue to be deprived of access to education, healthcare and other benefits of internal economic growth, the liability for which lies with these states; calls on the Commission to set, for the implementation of the differentiation concept, vulnerability criteria in the common programming guidelines of the new DCI and the 11th EDF currently under discussion, and to take account of the realities of poverty, human development and inequalities inside a country, and not only of national GNI;
