5. Expresses its solidarity with and full support of international and domestic NGOs that contribute to building deep and sustainable democracy in Egypt; is deeply concerned about the recent Cairo court rulings that sentenced 43 foreign and Egyptian NGO workers to up to five years in prison for civil society activities and ordered the closure and the confiscation of assets of local branches of five international NGOs; calls on the Egyptian government and authorities to put an immediate end to all forms of restrictions, harassment and intimidation against international and domestic NGOs in the country, in particular by dropping all criminal charges against NGO workers and avoiding the criminalisation of NGO activities by using judicial procedures as a political tool against them;

I. whereas civil society has a crucial role to play in the democratic transition in Egypt, and must be allowed to operate freely; whereas the right of association goes hand in hand with, and is dependent on, the right to access funding; whereas international and domestic NGOs are facing increasing pressure, hostile attacks, harassment and intimidation in the country; whereas, on 4 June 2013, a Cairo criminal court sentenced 43 foreign and Egyptian NGO workers to up to five years in prison for civil society activities and ordered the closure and the confiscation of assets of local branches of five international NGOs which had been operating in Egypt for a long time, namely the Konrad Adenauer Foundation, the National Democratic Institute, the International Republican Institute, Freedom House and the International Center for Journalists; whereas these court sentences are part of a campaign of intimidation by Egyptian government authorities against NGOs;

E. considérant que, alors que la société civile a un rôle essentiel à jouer dans la transition vers la démocratie, les ONG internationales et nationales font face à des pressions croissantes, des attaques hostiles, du harcèlement et de l'intimidation en Égypte; considérant que, le 4 juin 2013, un tribunal pénal du Caire a condamné 43 employés d'ONG étrangères et égyptiennes à des peines allant jusqu'à cinq ans de prison pour avoir mené des activités de la société civile, et a ordonné la fermeture et la confiscation des avoirs des antennes locales de cinq ONG internationales qui œuvraient en Égypte depuis longtemps, à savoir la fondation Konrad Adenauer, les organisations National Democratic Institute, International Republican Institute, Freedom House et International Center for Journalists; considérant que ces condamnations judiciaires s'inscrivent dans le cadre d'une campagne d'intimidation menée par les autorités gouvernementales à l'encontre des ONG en Égypte;

6. exprime la profonde préoccupation que lui inspire le nouveau projet de loi sur les ONG présenté par le président Morsi au conseil de la Choura, le 29 mai 2013, car l'adoption de cette loi, dans sa forme actuelle, serait un pas de plus vers le contrôle accru du gouvernement et la répression des ONG internationales et nationales en Égypte; exhorte le gouvernement égyptien à soutenir l'émergence d'une société civile indépendante, libre et dynamique dans le pays, ce qui est essentiel pour une démocratie solide et durable, et à proposer un nouveau projet de loi sur les ONG, qui devrait être élaboré en étroite collaboration avec les acteurs de la société civile égyptienne, respecter pleinement les obligations et engagements internationaux du pays, et se conformer aux normes internationales; estime que cette nouvelle loi devrait être adoptée par le nouveau parlement, qui devrait être élu démocratiquement lors d'élections libres et équitables;
6. Expresses its deep concern about the new draft law on NGOs sent by President Morsi to the Shoura Council on 29 May 2013, as the adoption of this law, in its current shape, would be another step towards increased government control and repression of international and domestic NGOs in Egypt; urges the Egyptian government to support the emergence of an independent, free and vivid civil society in the country, which is essential to deep and sustainable democracy, and to propose a new draft law on NGOs, to be elaborated in full cooperation with Egyptian civil society actors, which fully complies with the country’s international commitments and obligations, and follows international standards; is of the opinion that such a new law should be adopted by the new parliament to be elected democratically in free and fair elections;

62. reconnaît qu'à la suite du tremblement de terre, la réponse de la communauté internationale, de l'Inde et du Pakistan a été rapide et positive compte tenu des circonstances: des contacts ont été immédiatement établis au plus haut niveau entre l'Inde et le Pakistan; les ONG nationales et locales ont également réagi comme il se devait, et elles ont collaboré avec l'administration locale et centrale; admet sans réserve que les ONG internationales et la communauté internationale ont fait preuve d'une solidarité sans précédent avec les survivants et les victimes du séisme et se félicite de la mise en place de nouveaux partenariats; recommande que l'Union européenne accueille favorablement les prochaines demandes d'aides supplémentaires pour la reconstruction dans les régions affectées par le tremblement de terre et invite la Commission à lui fournir une information mise à jour sur les demandes déjà introduites à ce sujet;
62. Acknowledges that the response to the earthquake from the international community, India and Pakistan was swift and positive in the circumstances prevailing: there were immediate contacts at the highest level between India and Pakistan; domestic and local NGOs responded well, working with the local and central administrations; fully recognises that unprecedented solidarity was shown by the international community and international NGOs in relation to the earthquake survivors and victims, and welcomes the forging of new partnerships; recommends that the European Union look favourably on further requests for additional assistance for reconstruction in the areas affected by the earthquake, and asks the Commission to provide up-to-date information about requests already made in this regard;
