Recalling the European Union Drugs Strategy 2000 - 2004 and the Action Plan on Drugs 2000 - 2004, as well as the Implementation paper on demand and supply reduction to deliver the EU Drugs Action Plan, in particular section 14.1; Conscious of the advances made in implementing the Strategy and Action Plan and also conscious of the fact that much work remains to be done in order to achieve the objectives; Noting that cannabis ranks first in terms of the quantity, the number of seizures and drug law offences reported within the European Union; Concerned about the role of organised crime in the large-scale trafficking of cannabis towards and within the European Union; Noting that cannabis continues to be the illegal substance most commonly used in all Member States and that its use is increasing in most countries across the European Union, especially among young people; Concerned about the changes in patterns of use, towards more frequent and regular use, and also concerned about the steady increase in cannabis-related demand for treatment; Concerned about very high THC (tetrahydrocannabinol) content found in cannabis seized in Europe and noting the need for research on the health effects of this rise; Conscious of the advances in the science of cannabis during the last decade, there is still need for further research in order to obtain a better understanding of how cannabis affects the brain and concerned about the effects that the increased use of cannabis among the very young might have on vital social and cognitive functions, such as concentration and attention as well as the ability to learn and sort information and also concerned about any links between cannabis use and mental health problems such as anxiety and depression; Concerned that the perceived risk of harm from the use of cannabis might be falling among young people;

(14) considérant que le consommateur n'a pas la possibilité in concreto de voir le produit ou de prendre connaissance des caractéristiques du service avant la conclusion du contrat; qu'il convient de prévoir un droit de rétractation, sauf disposition contraire dans la présente directive; que, pour que ce droit ne reste pas de pure forme, les éventuels frais supportés par le consommateur lorsqu'il exerce son droit de rétractation doivent être limités aux frais directs de renvoi des marchandises; que ce droit de rétractation ne doit pas préjuger de l'application des droits dont le consommateur bénéficie en vertu de sa législation nationale, notamment en ce qui concerne la réception de produits endommagés, de services défectueux ou de produits ou services qui ne correspondent pas à la description qui en est faite dans l'offre; qu'il appartient aux États membres de déterminer les autres conditions et modalités consécutives à l'exercice du droit de rétractation;
(14) Whereas the consumer is not able actually to see the product or ascertain the nature of the service provided before concluding the contract; whereas provision should be made, unless otherwise specified in this Directive, for a right of withdrawal from the contract; whereas, if this right is to be more than formal, the costs, if any, borne by the consumer when exercising the right of withdrawal must be limited to the direct costs for returning the goods; whereas this right of withdrawal shall be without prejudice to the consumer's rights under national laws, with particular regard to the receipt of damaged products and services or of products and services not corresponding to the description given in the offer of such products or services; whereas it is for the Member States to determine the other conditions and arrangements following exercise of the right of withdrawal;
