En ce qui a trait à surmonter le problème culturel dans le sens où le renseignement est présent dans les activités quotidiennes et la raison pour laquelle il serait important pour moi, à titre d'officier dans un ministère particulier ou un poste à l'étranger, je crois qu'il faut se fonder en partie sur la formation et en partie sur le mérite, et faire comprendre à tous que c'est une activité importante et que les gens sont à l'écoute et qu'ils veulent ces renseignements au Canada.
As to overcoming the cultural problem in the sense of where is the intelligence in the scope of day-to-day activities and why should it matter to me as an officer in a particular department or position overseas, I think overcoming that is partly training and partly reward, to make it understood that this is an important activity and that people are listening to it and people want in Canada.
