La Commission peut, par voie d’actes d’exécution, établir des règles fixant des modalités uniformes pour les contrôles officiels effectués sur certaines catégories de denrées alimentaires ou d’aliments pour animaux pour vérifier le respect des règles visées à l’article 1er, paragraphe 2, points a) à e), afin de faire face aux risques nouvellement identifiés que peuvent entraîner les denrées alimentaires ou les aliments pour animaux pour la santé humaine ou animale ou, en ce qui concerne les OGM et les produits phytopharmaceutiques, également pour l’environnement, ou à tout risque de ce type résultant de nouveaux modes de production ou de consommation des denrées alimentaires ou des aliments pour animaux, et auxquels il ne peut être efficacement fait face en l’absence de telles règles communes en ce qui concerne la fréquence minimale uniforme de ces contrôles officiels, lorsqu’un niveau minimal de contrôles officiels est nécessaire pour faire face aux dangers et aux risques spécifiques qui existent en ce qui concerne chaque catégorie de denrées alimentaires et d’aliments pour animaux et les différents processus qu’ils subissent.
2. The Commission may, by means of implementing acts, lay down rules on uniform practical arrangements on official controls performed on certain categories of food or feed to verify compliance with the rules referred to in points (a) to (e) of Article 1(2) to address newly identified risks which may arise through food or feed to human or animal health or, in relation to GMOs and plant protection products, also to the environment, or any such risks emerging from new patterns of production or consumption of food or feed, and which cannot be effectively addressed in the absence of such common rules regarding uniform minimum frequency of such official controls, where a minimum level of official control is necessary to respond to the specific hazards and risks which exist in relation to each category of food and feed and the different processes it undergoes.
