Sur motion de Jean Augustine, il est convenu, Que, inquiété par le témoignage présenté le 29 février 2000 par la Société canadienne de la Croix-Rouge, qui a expliqué que de graves difficultés d’argent sans rapport avec ses activités internationales l’avaient empêchée – pour la première fois de ses cent quatre années d’existence – de remplir ses obligations financières envers la fédération des sociétés nationales et de verser ses contributions obligatoires au Comité international de la Croix-Rouge; Notant qu’en conséquence le Canada est le seul pays donateur incapable d’honorer ses engagements envers la Croix-Rouge internationale; Reconnaissant le solide appui que le public continue de donner au travail capital de la Croix-Rouge canadienne sur la scène internationale en matière d’intervention en cas de catastrophe et de secours humanitaire, y compris auprès des réfugiés des conflits des Balkans, ainsi qu’au rôle auxiliaire que joue la Société auprès des services de santé de l’armée du Canada ; le Comité permanent des affaires étrangères et du commerce international de la Chambre des communes recommande que le gouvernement du Canada envisage l'opportunité d'aider la Société canadienne de la Croix-Rouge à remplir ses obligations internationales prévues par la loi, du moins provisoirement, jusqu’à ce qu’elle résolve ses difficultés financières au pays.
On motion of Jean Augustine, it was agreed, That concerned by the testimony of the Canadian Red Cross Society in its appearance of February 29, 2000, which explained that grave financial difficulties unrelated to the Society’s international work have prevented it – for the first time in its 104 year history – from fulfilling its financial obligations to the Federation of National Societies and its statutory contributions to the International Committee of the Red Cross (ICRC); Noting that as a result Canada is the only donor country which is unable to honour these international Red Cross commitments; Acknowledging the continuing strong public support for the Canadian Red Cross’s vitally important work internationally in disaster response and humanitarian relief, including assistance to refugees from the Balkans conflicts, as well as the Society’s auxiliary role to the medical armed forces of Canada; The House of Commons Standing Committee on Foreign Affairs and International Trade recommends that the Government of Canada consider the advisability of providing support to the Canadian Red Cross Society to enable it to meet its international statutory obligations, at least on a temporary basis until such time as it is able to resolve its domestic financial difficulties.

Nous concédons que nous devons traiter avec un interlocuteur incommode mais il serait toutefois inique de rompre notre accord eu égard à nos obligations humanitaires envers des personnes qui endurent moult souffrances en Libye, en particulier les migrants qui transitent par ce pays et qui subissent la conjoncture locale.
