(Return tabled) Question No. 141 Ms. Kirsty Duncan: With respect to climate change and international and national security: (a) what does the government project are the potential impacts on currently stable regions of the world of such climate change-related phenomena as, but not limited to, (i) rises in sea level, (ii) increases in extreme weather events, (iii) increases in the spread of infectious disease, (iv) increases in environmental refugees; (b) what does the government project will be (i) the consequences of the impacts identified in (a)(ii), (a)(iii), and (a)(iv) on domestic military missions, (ii) the consequences of (a)(i), (a)(ii), (a)(iii), (a)(iv) and (b)(i) in terms of the military’s capacity to respond and the availability of troops for missions not related to conflicts induced by climate change-related phenomena; (c) what does the government project will be the potential impacts on already-weakened states of such climate change-related phenomena as, but not limited to, (i) sea level rise, (ii) extreme weather events, (iii) the spread of infectious diseases; (d) what does the government project will be the extent of the effects climate impacts could have on already-weakened states, including, but not limited to, (i) expanded ungoverned spaces, (ii) further weakened and failed states, (iii) increased conflicts, (iv) increased migrations; (e) what does the government project will be the impact of the effects identified in (d) on Canada’s national security; (f) which nations does the government project will be most affected by climate change, (i) what is the government’s assessment of each such country’s capacity to adapt or cope, (ii) what, if any, action is Canada taking to strengthen the capacity of weak governments to better cope with societal needs projected to arise as a result of climate change-related impacts, (iii) what is the government’s assessment of possible security risks if Canada does contribute to international efforts related to ...

61. souligne l'importance d'une représentation du Parlement européen à toutes les réunions de l'OMC où des avancées majeures ont lieu dans les négociations et où des ministres sont partie prenante, et pas seulement lors des conférences interministérielles officielles; demande par conséquent qu'une délégation restreinte de députés du Parlement européen participe de façon significative aux réunions qui seront organisées à Genève afin de respecter les délais des 30 avril et 31 juillet 2006 fixés par la déclaration de Hong-Kong; invite le Conseil à étendre la participation à cette délégation du Parlement européen à des observateurs lors d'au moins l'une des réunions du comité 133 qui se tiendront fin avril 2006 à Genève; invite la Commission à soutenir cette initiative et à veiller à ce que les membres du Parlement européen soient dûment informés, pendant leur séjour à Genève, sur les progrès des négociations;

Stresses the importance of Parliament being represented at all WTO meetings at which major steps in the negotiations are taken and where ministers are involved and not only on the occasion of official Ministerial Conferences; requests, therefore, that a small delegation of members of the Parliament be meaningfully involved in the meetings to be convened in Geneva with a view to meeting the 30 April and 31 July 2006 deadlines set in the Hong Kong Declaration; invites the Council to extend an invitation to such a delegation of members of the Parliament to participate, as observers, in at least one of the meetings of the 133 Committee to be organised in Geneva at the end of April 2006; calls on the Commission to support this initiative and to ensure that members of the Parliament receive appropriate information on the progress of negotiations during their stay in Geneva;

Fin janvier, les délégations ont fini par accepter la proposition du président du groupe de négociation sur le NAMA, l’Islandais Stefan Johannesson, selon laquelle les prochaines négociations seraient menées à bien en utilisant le format des négociations propre à l'agriculture. En clair, cela veut dire que des réunions séparées seront organisées pour aborder des thèmes spécifiques comme la formule de réduction des tarifs ou les effets négatifs de l'érosion des préférences pour les pays en développement.
At the very end of February, the delegations accepted the proposal by the Chairman of the NAMA Negotiating Group, the Icelander Stefan Johannesson, that the holding of future discussions would use the agriculture negotiation format, i.e. separate meetings would be called to discuss specific issues like the tariff reduction formula or the negative effects on developing countries of preference erosion.

Therefore, on the subject of enlargement I just wish to add that the Seville European Council only has to begin to talk, to acknowledge that the technical ‘road map’ has been completed and draw up a great political itinerary: what is going to be done after concluding the negotiations, to see what our perspective is going to be for 2003, how the Treaty is going to be signed, how the ratifications are going to be carried out, how the new candidate countries are going to be incorporated into the Intergovernmental Conference and how they are going to participate in the European Parliament elections.

Certains ATS sont des systèmes de négociation organisée attirant d'importants volumes de transactions sur instruments financiers et ils seront donc exposés aux mêmes risques que les bourses et les "marchés réglementés". Pour ces ATS, il y a donc lieu de préserver la confiance du marché, la transparence et le caractère ordonné et efficace des transactions, ce qui pourrait exiger de leur appliquer les dispositions régissant les "marchés réglementés".
Certain ATSs may be the focal point for organised trading in financial instruments. They will thus be vulnerable to the same risks as exchanges and "regulated markets" in terms of preserving market confidence, transparency, and orderly and efficient trading. This may call for the application of provisions of the "regulated market" regime.
