Persons discharging managerial responsibilities should be prohibited from trading before the announcement of an interim financial report or a year-end report which the relevant issuer is obliged to make public according to the rules of the trading venue where the issuer’s shares are admitted to trading or according to national law, unless specific and restricted circumstances exist which would justify a permission by the issuer allowing a person discharging managerial responsibilities to trade.

A reference to a trading day in relation to the most relevant market in terms of liquidity for a share, or in relation to post-trade information to be made public under Article 28 of Directive 2004/39/EC in relation to a share, shall be a reference to any day of normal trading on trading venues in that market.

J’espère qu’aujourd’hui, après plusieurs mois de travail, de négociation et de recherche de consensus, ce Parlement prendra une décision sur le rapport que Karl von Wogau a remarquablement rédigé. Ce rapport suppose un pas de plus dans le processus de construction de l’Europe économique et monétaire et, en plus, un pas important qui se place dans le processus entamé lors du Conseil européen de Lisbonne pour atteindre une plus grande flexibilité, compétitivité, croissance et création d'emplois.
I hope that today, after many months of work, negotiation and seeking a consensus, this Parliament will take a decision on the report which has been admirably well drawn up by Karl von Wogau, and which represents one more step forward in the process of constructing an economic and monetary Europe, and furthermore, is an important step within the framework of the process started at the Lisbon European Council aimed at achieving greater flexibility, competitiveness and growth and creating jobs.

- (EN) Tous les efforts ont été faits pour s'en tenir autant que possible à la ligne proposée par le PSE, étant donné que le rapport original a connu de grandes difficultés en commission et que des intérêts nationaux conflictuels étaient en jeu. À tous les endroits où le vote du groupe travailliste au Parlement européen diffère de la ligne du PSE, les raisons de ce choix sont liées à la volonté de rester cohérent par rapport à la position de négociation du gouvernement du Royaume-Uni sur l'avenir de la PCP.
– Every effort has been made to coincide with the proposed PSE line as far as possible, given that the original report faced great difficulties in committee and that conflicting national interests are at stake. Même si le rapport prend en considération les répercussions sociales de la crise économique et financière prolongée et "plaide en faveur du versement rapide de l'aide financière de l'Union pour accompagner les réformes, notamment sur le plan social, et en particulier en ce qui concerne l'établissement de l'État de droit et la promotion de la société civile ; considère que le volume d'aide octroyé à la Turquie, malgré son augmentation, n'est pas encore à la hauteur de l'importance des relations commerciales de la Turquie avec l'UE, même si le rapport insiste "sur la nécessité de doter la Turquie d'une législation moderne sur le droit de grève et sur les négociations collectives", ce n'est pas aux gouvernements européens, ni au gouvernement turc de fixer les conditions d'adhésion.
Despite the fact that the report takes account of the social repercussions of the prolonged economic and financial crisis, pleads in favour of rapid payment of EU financial aid to accompany reforms especially in the social sphere, especially as regards the establishment of the rule of law and the promotion of civil society and even though it considers the – admittedly increased – amount of aid granted to Turkey not yet to reflect the importance attached to Turkey's trade relations with the EU; and insists on the need for Turkey to equip itself with modern legislation on the right to strike and on collective negotiation, it is not for European governments or for the Turkish Government to determine the conditions for membership.
