As President Juncker announced in his 2017 State of the Union address, the Commission adopted today a strategy for 'A credible enlargement perspective for and enhanced EU engagement with the Western Balkans', confirming the European future of the region as a geostrategic investment in a stable, strong and united Europe based on common values. It spells out the priorities and areas of joint reinforced cooperation, addressing the specific challenges the Western Balkans face, in particular the need for fundamental reforms and good neighbourly relations. A credible enlargement perspective requires sustained efforts and irreversible reforms. Progress along the European path is an objective and merit-based process which depends on the concrete results achieved by each individual country.

According to the Communication integration policy should be based on two fundamental underlying principles: First of all that the principle of subsidiarity prevails clearly demonstrating that the primary responsibility for the elaboration and implementation of integration policies lies with the Member States, and secondly, the holistic approach which will ensure integration of immigrants into all aspects of society and which requires that a two-way approach - implying that the responsibility for integration lies both with the receiving society as well as with the arriving immigrant - is applied.

This energy cooperation with developing countries should draw on the EU's own long experience with the environmental problems arising from the use of conventional energy and recognition of the need for a more innovative approach to securing affordable and sustainable energy sources, thus focusing on sharing solutions that are energy-efficient and do not waste energy or which harness renewable energy while not comprising the need for developing countries to have access to basic energy services.

However, in a world political and economic climate which is changing rapidly in the wake of the tragedy of 11 September, and in the face of the new demands from democratic States – primarily for terrorism to be combated, of course, but also for an area of peace and respect for human rights to be created in Asia and the Middle East and, moreover, for economic growth and employment to be boosted – we would like to make quite clear the need for a better coordinated European Union initiative which can speed up the institutional reforms, which are still far from completion, and thus empower the European Union to enter the field as a world political entity, an initiative which is able, that is, to speak with a single voice in Washington and Islamabad alike, as President Prodi advocated.
