Article 6(1) of Commission Regulation (EC) No 1301/2006 of 31 August 2006 laying down common rules for the administration of import tariff quotas for agricultural products managed by a system of import licences provides that applicants for import licence should not lodge more than one import licence application for the same quota order number in respect of an import tariff quota period.

When relevant, the horizontal rules on securities, checks, verification, scrutiny and penalties and on the use of the EURO laid down in Articles 58 to 66, 79 to 88 and 105 to 108 of Regulation (EU) No 1306/2013 and legal acts adopted on the basis thereof shall apply mutatis mutandis to import licences and tariff quotas for processed agricultural products and to export refunds and refund certificates for non-Annex I goods.

(42) Afin de garantir l'application de règles horizontales adoptées sur la base du règlement (UE) n° 1306/2013 aux licences d'importation et aux contingents tarifaires pour les produits agricoles transformés ainsi qu'aux restitutions à l'exportation et aux certificats de restitution pour les marchandises hors annexe I, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne concernant des règles adaptant, au besoin, les dispositions horizontales relatives aux garanties, aux contrôles, à la vérification et aux sanctions adoptées sur la base du présent règlement.
(42) In order to ensure the application of horizontal rules adopted on the basis of Regulation (EU) No 1306/2013 to import licences and tariff quotas for processed agricultural products and to export refunds and refund certificates for non-Annex I goods, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of rules adapting, as necessary, the horizontal provisions on securities, checks, verification, scrutiny and penalties adopted on the basis of that Regulation.

(50) Afin d'assurer des conditions uniformes d'exécution du présent règlement en ce qui concerne les exportations et certaines dispositions générales, il convient de conférer des compétences d'exécution à la Commission en vue d'adopter des mesures nécessaires à la mise en œuvre des obligations de la Commission et des États membres d'échanger des informations sur les méthodes de notification, des règles relatives aux informations à notifier, les modalités de gestion des informations à notifier, le contenu, la forme, le calendrier, la fréquence et les délais des notifications, les modalités selon lesquelles les informations et les documents sont transmis et rendus disponibles, sous réserve de la protection des données à caractère personnel et de l'intérêt légitime des entreprises à ce que leurs secrets d'affaires ne soient pas divulgués et des mesures sur l'application de règles horizontales relatives aux garanties, aux contrôles, à la vérification et aux sanctions adoptées sur la base du règlement (UE) n° 1306/2013 aux licences d'importation et aux contingents tarifaires pour les produits agricoles transformés ainsi qu'aux restitutions à l'exportation et aux certificats de restitution pour les marchandises hors annexe I.
(50) In order to ensure uniform conditions for the implementation of this Regulation as regards exports and certain general provisions, implementing powers should also be conferred on the Commission in respect of measures necessary for the implementation of the obligations of the Commission and the Member States to exchange information relating to the methods of notification, the rules on the information to be notified, the arrangements for the management of the information to be notified, the content, form, timing, frequency and deadlines of the notifications and on the arrangements for transmitting or making information and documents available subject to the protection of personal data and the legitimate interest of undertakings in the protection of their business secrets and measures on the application of horizontal provisions on securities, checks, verification, scrutiny and penalties adopted pursuant to Regulation (EU) No 1306/2013 to import licences and tariff quotas for processed agricultural products and to export refunds and refund certificates for non-Annex I goods .
