...[+++]ntérieurs et extérieurs d'une approche communautaire dans ce domaine, et notamment de l'approche préconisée dans les lignes directrices les plus récentes qui figurent dans la communication de la Commission du 20 novembre 1990 intitulée "La politique industrielle dans un environnement ouvert et concurrentiel : lignes directrices pour une approche communautaire"; 3) INVITE la Commission à poursuivre ses travaux, dans le respect du principe de subsidiarité, en faisant du dialogue avec les représentants des industries concernées et les experts des Etats membres son instrument principal et en se penchant essentiellement sur les questions énumérées ci-dessous sans ordre de priorité : a) amélioration de l'accès à l'information et de l'actualisation de l'information, tant sur les données géologiques et minières que sur les marchés, les produits et les autres facteurs économiques, au moyen d'une amélioration de l'outil statistique de la Commission disponible pour les matières premières et d'une coopération accrue entre les services géologiques des Etats membres, ainsi qu'utilisation des connaissances de ces services par la Commission ; b) prise en compte de la dimension environnementale, y compris la réhabilitation des sites fermés ou en phase de fermeture, avec promotion d'un équilibre entre les intérêts économiques du secteur et les exigences de la protection de l'environnement; c) adaptation des structures de formation aux besoins de l'industrie, tant au niveau des universitaires qu'à celui des techniciens, compte tenu de la nécessité de maintenir un patrimoine technico-scientifique dans le secteur minier qui favorise l'accès dans les pays tiers ainsi que d ...... which analyses the follow-up to the Council Resolution of 28 July 1989 on the development of the Community mining industry (1), which highlights the economic importance of this industrial activity and proposes guidelines for a Community approach with a view to strengthening the competitiveness of the non-energy mining industry; (1) OJ C 207, 12.8.1989, p. 1. 2) EMPHASIZES the importance of comprehensive and consistent consideration of the internal and external aspects of a Community approach in this field, taking into account the approach advocated in the most recent guidelines which appear in the Commission
communication of 20 November 1990 ...[+++] entitled "Industrial policy in an open and competitive environment: guidelines for a Community approach"; 3) CALLS UPON the Commission to continue its work, with due regard for the principle of subsidiarity, turning the dialogue with the representatives of the industries concerned and experts from the Member States into its main instrument and studying essentially the issues set out below without any particular priority: (a) improving access to, and updating of, information, both on geological and mining data and on markets, products and other economic factors by improving the Commission structure for providing raw material statistics and by increased co-operation between Member States' geological departments, and the use of their knowledge by the Commission; (b) consideration of the environmental dimension, taking account of the restoration of closed or closing sites, while promoting a balance between the economic interests of the sector and environmental protection requirements; (c) tailoring training structures to industry's requirements at the level of both universities and technicians, taking into account the need to maintain a technico-scientific capacity in the mining sector to encourage access in third countries and the possibilities for intra-Community exchanges and exchanges with third countries; (d) strengthening policy for industrial co-operation with the third countries most concerned within the framework of their agreements with the Community, based on mutual interest, in line with commercial practices which comply with the GATT rules, and aimed in particular at ensuring that Community undertakings have access to resources; 4 ...
