In exceptional cases where the contracting authority or contracting entity receives a tender which proposes an innovative solution with an exceptional level of functional performance which could not have foreseen by a diligent contracting authority or contracting entity, the contracting authority or contracting entity should, exceptionally, be able to modify the order of the award criteria to take into account the new possibilities brought about by that innovative solution, provided such a modification ensures equal treatment of all actual or potential tenderers by issuing a new invitation to tender or, where appropriate, publishing a new concession notice.

In concrete terms, it involves introducing measures which should contribute to the greater financial stability of the banking sector, and to reducing the probability of another crisis, focusing on the following five areas: the quality of capital (increasing the quality of bank capital is undoubtedly desirable), stricter liquidity standards (the liquidity risk was shown to be significant during the crisis), countercyclical measures (the creation of additional banking capital in good times should limit excessive credit growth and consequent creation of price bubbles, such as, for example, in Spain), the introduction of a leverage ratio (this new indicator should contribute to the greater stability of banks, but it should include not only financial items contained in the bank’s balance sheet, but also off-balance sheet items, such as derivatives and the contingent liabilities of the bank) and, last but not least, the creation of a central counterparty for the settlement of OTC transactions, particularly in relation to greater transparency in derivatives.

In cooperation with social partners and business, Member States should improve access to training, strengthen education and career guidance, which should include doing away with the gender stereotyping that leads to segregation on the labour market, and combine this with systematic information on new job openings and increased opportunities for women in the new-technologies sector, promotion of women's participation in SMEs and enhanced anticipation of skill needs with specific attention to the equal participation of women and men.

Calls on the Commission and Council to draw up a global strategy of action which embraces e-Europe and all aspects of the information society, including the creation of highly skilled jobs and education and training measures required to equip the workforce with the skills needed to make use of the new and rapidly changing opportunities and increased social cohesion and considers that this global strategy of action should incorporate guidelines, recommendations and pointers for specific measures at national and European levels and should be linked to national employment plans, achievable targets to be met on an annual basis and the participation of the social partners, educators and training personnel;
