The debate which has begun on the post-2013 financial perspectives is already flawed for a number of reasons, among them, the inability of the European institutions – Parliament and the Council – to come to an agreement in the negotiations on the 2011 budget; the attempts by several Member States to force a reduction in funds for future budgets; the insistence of others on new own resources for the EU, suggesting the creation of European taxes on top of national taxes, paid by the public rather than the financial sector; insistence on the full implementation of the Treaty of Lisbon; and opposition by rich countries to considerably increasing their contributions to the EU budget.

Although the article mentions only the Council, the rapporteur is of the opinion that the Parliament could suggest to include a financial reference for this instrument given the fact that it has been specifically mentioned in the resolution on the new financial perspective 2007-2013.

Recalls the importance of a mid-term review of the next multi-annual financial framework (MFF) with the aim of adjusting the financial framework to enable the EU to meet the challenges of a rapidly changing world more effectively; believes that the 2007 Budget as the first under the Financial Perspective 2007-2013 offers an important opportunity to set a direction for implementation of the new programmes and thereby lay the grounds for the comprehensive review of the MFF planned for 2008;

Notes with interest that the Commission's proposal for the new financial perspectives 2007 - 2013 includes pre-accession assistance to Turkey in a new Heading 4: External policies under the Sub-heading: The EU and its neighbourhood; is satisfied with this approach insofar as it follows the decision taken by Parliament in the Böge/Colom I Naval report on the Adjustment of the Financial Perspective for Enlargement to widen the scope of the pre-accession heading to also include other forms of partnership and enhanced cooperation with neighbouring countries and prospective accession candidates;

7. PREND NOTE de la proposition de règlement relatif à la mise en œuvre des phases de déploiement et d’exploitation du programme européen de radionavigation par satellite, présentée par la Commission; CONFIRME l'intérêt qu'il porte aux phases de déploiement et d'exploitation commerciale, évoqué au point 3, qui se traduira par une contribution financière de l'Union européenne pour la période allant du 1 janvier 2007 au 31 décembre 2013, dont le montant sera défini à la lumière des nouvelles perspectives financières 2007-2013; et RAPPELLE qu'aucun État membre n'est tenu d'apporter une contribution en versant des fonds supplémentaires;
