B. whereas traditional criminal organisations have gradually extended their operating range on an international scale, exploiting the opportunities offered by the opening of the internal borders of the European Union, as well as economic globalisation and new technologies, and entering into alliances with criminal groups in other countries (examples being the South American drug cartels and Russian-speaking organised crime) in order to carve up markets and spheres of influence; whereas, increasingly, criminal groups are diversifying in their operations, with links growing between drug trafficking, trafficking in human beings, facilitation of irregular immigration and weapons trafficking; whereas the link between terrorism and organised crime is becoming increasingly organic;

D. considérant que le processus d'intégration de l'Amérique latine s'est développé et approfondi davantage grâce à la création des structures d'intégration intracontinentales UNASUR (Union des nations sud-américaines), CELAC (Communauté des États latino-américains et des Caraïbes) et ALBA (Alliance bolivarienne pour les Amériques) comme institutions principales, ainsi que grâce à l'établissement de la Banque du Sud et à plusieurs autres initiatives faisant progresser vers l'intégration, par exemple dans le domaine de la coopération énergétique, des matières premières et des douanes, et grâce aux élections directes au Parlasur;
D. whereas the process of integration of the Latin American region has been further developed and deepened with the creation of the intra-continental integration structures UNASUR, CELAC and ALBA as the main institutions, as well as with the establishment of the Bank of the South and several other initiatives introducing new steps towards integration, for example in the field of energy cooperation, raw materials, customs, and direct elections to the Parlasur;

Seul l'avenir nous dira si cette entreprise doit, à terme, s'articuler ou non avec la toute nouvelle Communauté sud-américaine au travers du processus de convergence du Mercosur et de la CAN. Whether or not this is eventually expressed in the South American Community of Nations, recently created through a merger between Mercosur and the CAN, only time will tell, but whatever form it takes in the end, there is no doubt that both Mercosur and the CAN will form the basis of any future reorganisation of the South American political, economic and institutional landscape and of any free trade area that may be created within it.
