2. Review of the scope for technical improvements in the existing Community instruments for the implementation of fisheries control - The Commission will bring forward a new proposal on the logbook shortly, as well as other necessary implementation regulations of Council Regulation 2847/93; - pursuant to political agreement on MAGP objectives the Commission will host a meeting of relevant experts on structural policy control issues; - additional consideration should be given to the scope for further simplification of existing control regulations.

Mandat Considérant les progrès qui doivent encore être faits pour assurer un fonctionnement effectif du marché intérieur sur l'entièreté du territoire de la Communauté, l'objectif du groupe sera de : * identifier - dans quelle mesure les mécanismes administratifs existants sont adaptés à la situation nouvelle crée par la disparition des contrôles aux frontières intérieures; - dans quelles conditions les mesures et les actes administratifs adoptés dans un Etat membre peuvent être considérés comme équivalents dans un autre Etat membre; - si de cela découle un degré suffisant de confiance réciproque pour répondre aux besoins des opérateurs économiques et des consommateurs; - 3 - * considérer la répartition optimale de responsabilités et des compétences au sein de la Communauté à cet égard; * suggérer à la Commission une stratégie afin d'assurer que tous les bénéfices du marché intérieur soient acquis dans la pratique après 1992. Terms of Reference In considering the progress which has still to be made to secure the effective operation of the Internal Market across the whole Community, the aim of the group will be: * to identify - the extent to which existing administrative mechanisms are adapting to the removal of frontier controls; - in which circumstances acts or measures taken in one Member State can be recognised as equivalent in another; - whether, as a result, there will be enough mutual confidence to meet the needs of producers, suppliers and consumers; * to consider the best division of responsibilities within the Community in this field; and * to suggest a strategy for the Commission designed to ensure that the full benefits of the Internal Market are secured in practice after 1992. - 3 - Invitation The group welcomes the views of European associations and interest groupings about the matters raised in the terms of reference.
