Dans la nouvelle stratégie, la Commission recommande que des dispositions spéciales et des engagements irrévocables soient mis en place pour faire en sorte que les nouveaux États membres ne soient pas en mesure de bloquer l'adhésion d'autres pays candidats des Balkans occidentaux.
With the new strategy the Commission recommends that special arrangements and irrevocable commitments must be put in place to ensure that new Member States are not in a position to block the accession of other Western Balkan candidates.

Article 3(1) of the Act of Accession states that the provisions of the Schengen acquis and the acts building upon it or otherwise related to it, listed in Annex I to the Act, will be binding on and applicable in the new Member States from the date of accession.[27] Provisions and acts not referred to in the Annex, while binding on the new Member States from the date of accession, will only apply in a new Member State pursuant to a Council decision to that effect taken in accordance with the article (Article 3(2) of the Act of Accession).

Considers that it is necessary to implement cross-compliance rules and requirements concerning sound agricultural practices and environmental conditions both in the new and the old Member States; proposes to introduce the cross-compliance rules gradually, with full implementation by the end of the phasing-in period; also proposes that the new Member States be given the option of postponing the application of the cross-compliance rules until the end of the phasing-in of the direct payments; proposes further that the requirements concerning good agricultural and environmental conditions remain in force at least during the SAPS period as the majority of the new Member States may have difficulties in achieving conformity with the complex and costly cross-compliance rules;

To guarantee better implementation of the new programming period as regards agri-environment and animal welfare, Member States should be allowed to authorise the transformation of an agri-environmental or animal welfare commitment entered into on the basis of Regulation (EC) No 1257/1999 into a new commitment for a period of between five to seven years as a general rule under Regulation (EC) No 1698/2005 provided that the new commitment is beneficial to the environment or to animal welfare.
