Reducing excess capacity and improving the planning of fishing activities will reduce current overinvestment and economic inefficiency; - establishing a new classification of fishing activities (with multiannual, multispecies or analytical TACs where necessary) whose limits are defined by the existing rights and the socio-economic conditions characterizing each fishery; - developing strengthened control mechanisms employing modern location and communication techniques in order to monitor vessel movements and inform the competent authorities and at the same time guarantee coordination of the information obtained; - guaranteeing compliance with rules protecting the common interest, by providing economic incentives for fishermen's "good behaviour" (use of selective fishing gear, compliance with norms) and deterrent penalties at Community level (penalty quotas, withdrawal of licences, non-grant of aid, etc); - strengthening the management of fishery structures, by segmenting the fishing fleet, taking into account new parameters allowing the evaluation and control of fishing effort, and by integrating the structural measures into the reform of the structural Funds; - improving the synergy between the management of internal and external resources, market management and other supply sources.
