Une priorité beaucoup plus importante devrait être accordée à la structuration et au déploiement de nouveaux instruments financiers (ou à la recapitalisation d'instruments existants), qui renforceront la confiance des investisseurs de sorte que les fonds publics pourront être utilisés pour attirer plus efficacement les capitaux privés.
A much stronger focus should be given to the structuring and deployment of new (or recapitalisation of existing) financial instruments, which will foster investor confidence so that public finance can be used to leverage private capital more effectively.

Dans le cadre de la réforme des instruments financiers destinés aux actions extérieures pour la période 2007-2013, qui a conduit au remplacement de plus de 30 instruments juridiques différents par sept nouveaux instruments, le règlement (CE) n° 1717/2006 du 15 novembre 2006 («le règlement») a institué l’instrument de stabilité (ci-après «IdS») afin de permettre à la Communauté d’apporter une réponse intégrée et cohérente aux crises et aux crises imminentes au moyen d’un instrument juridique unique associé à des procédures de décision simplifiées.

As part of the reform of external action financial instruments for 2007-2013, replacing more than 30 different legal instruments with seven new ones, Regulation (EC) No 1717/2006 of 15 November 2006 (the Regulation) established the Instrument for Stability (hereinafter the IfS) to enable the Community to give a consistent and integrated response to crises and impending crises, by means of a single legal instrument with simplified decision-making procedures.

Is encouraged by the fact that some Member States are looking at developing the use of new instruments such as Community-Led Local Development (CLLD), Integrated Territorial Investments (ITIs) and Joint Action Plans (JAPs); understands that there is, however, a mixed response to the new instruments and that an analysis of Member States’ current plans shows that CLLD will be more widely implemented than ITIs, especially in the EARDF compared to the ERDF due to CLLD’s longer existence in the EARDF programme and due also to the fact that ITIs are a new instrument that will need some time to be properly put into practice; recognises that it remains to be seen how the initial preparations will translate into these instruments being fully implemented;

Stresses the promising role of new financial engineering instruments based on the principles of ‘projects for money’ and ‘money for projects’ put in place during the current programming period; stresses the need to create scalable financial engineering instruments that can be viable and feasible for much smaller urban areas; calls on the Commission to evaluate the experience with these tools and adapt them where necessary in order to improve their competitive position on the financial market in comparison with common commercial products with a view to making them more user-friendly, practical, attractive and, hence, effective; believes that the interest rates of EIB financial tools should be made lower in comparison with commercial loans to this end; calls on the Member States, in view of the positive results obtained from the use of existing financial engineering instruments, to ensure at all times that the most effective use is made of the potential benefits of these financial instruments;

73. reconnaît l'effet de levier et le potentiel de mobilisation des nouveaux instruments de financement, est en principe favorable à un financement par emprunt renforcé et demande d'étendre les instruments financiers renouvelables à de nouveaux secteurs subventionnés, dont il est établi qu'ils sont appropriés; demande à cette fin une simplification et une sécurité juridique pour l'ensemble de la période de programmation, ainsi qu'un catalogue communautaire qui déterminera quels projets se verront accorder des prêts, et lesquels recevront des subventions; demande que les instruments soient adaptables afin de s'assurer de leur viabilité et de leur faisabilité dans toutes les régions et villes; estime que la responsabilité pour l'utilisation de ces instruments devrait être déléguée au niveau national ou du projet au plus tard après une période de programmation; observe qu'au cours de la période actuelle, tous les États membres n'ont pas adopté une approche décentralisée dans leur gestion des instruments financiers tels que JESSICA; met l'accent sur la nécessité d'un accès direct pour les villes;
73. Recognises the leverage effect of new financial instruments and their potential to mobilise investment, supports increased financing from credit in general, and calls for the use of revolving financial instruments to be extended to those areas eligible for funding which prove to be appropriate; calls for procedures to be simplified to that end and for a greater degree of legal certainty throughout the entire funding period, as well as for the establishment of an EU register showing which projects are provided with loans and which with subsidies; calls for the instruments to be adaptable, so as to ensure they are viable and feasible for all regions and cities; takes the view that at the end of a funding period, at the latest, responsibility for how the funds are spent should transfer to national level or project level; notes that during the current period not all Member States have adopted a decentralised approach to dealing with financial instruments such as JESSICA; emphasises the need for direct access for cities;

Compte tenu de l'examen à mi-parcours de l'utilisation de nouveaux instruments au titre du sixième programme-cadre et de l'évaluation quinquennale du programme-cadre, une nouvelle approche a été définie, qui devrait permettre d'atteindre les objectifs politiques de la politique de recherche de la Communauté plus facilement, plus efficacement et avec une plus grande souplesse.
Taking into account the mid-term review of the use of new instruments under the Sixth Framework Programme and the Five Year Assessment of the Framework Programme, a new approach has been defined which should allow the political objectives of Community research policy to be reached more easily, more efficiently and in a more flexible way.

Community RTD activity is one of the main instruments which can serve to support the implementation of new legislative instruments in the field of energy and to change significantly current unsustainable patterns of development, which are characterised by growing dependence on imported fossil fuels, continually rising energy demand, increasing congestion of the transport systems, and growing CO2 emissions, by offering new technological solution which could positively influence consumer/user behaviour, especially in the urban environment.
