Premièrement, en ce qui concerne l’adoption de nouveaux indicateurs territoriaux à côté du PIB pour mesurer le niveau de développement des régions et évaluer les obstacles, je vous rappelle qu’il n’y a pas d’indicateurs uniques et généralement acceptés dans le domaine de la cohésion territoriale et que, comme vous le savez, tout nouvel indicateur devra être accepté par Eurostat.
First, with regard to the adoption of new territorial indicators, alongside GDP, to measure the development of regions and evaluate obstacles, I would remind you that there are no standardised and generally-accepted indicators in the field of territorial cohesion and, as you know, any new indicator needs to be accepted by Eurostat.

Cet objectif en tête, nous devons d’une part insister sur les orientations stratégiques communautaires pour la cohésion, tout en tenant compte d’autre part des spécificités territoriales. À ce propos, je dois dire que je suis assez sceptique quant à la proposition du rapporteur d’instaurer, à côté du PIB, de nouveaux critères et de nouveaux indicateurs territoriaux dans le but de mesurer le niveau de développement d’une région et les entraves à ce développement.
With this end in mind, we must, on the one hand, focus on the Community’s strategic guidelines for cohesion, while also taking territorial specificities into account, and, while I am on that subject, I have to say that I take a rather sceptical view of the rapporteur’s proposals, according to which, alongside GDP, new territorial criteria and indicators need to be created in order to evaluate a region’s development and the obstacles to it.
