V. considérant les responsabilités de la commission des pétitions vis-à-vis du médiateur européen, qui est l'organe chargé d'examiner les plaintes des citoyens de l'Union concernant la mauvaise administration de la part des institutions et des organes de l'Union, et sur lequel la commission élabore également un rapport annuel fondé sur le rapport annuel du médiateur lui-même; considérant qu'en 2013, la commission a participé de manière directe à l'organisation de l'élection d'un nouveau médiateur européen à la suite de la démission de M. Nikiforos Diamandouros, qui occupait alors le poste;
V. bearing in mind the Committee’s responsibilities in relation to the office of the European Ombudsman, which is responsible for investigating complaints from EU citizens about possible maladministration within the EU Institutions and bodies, and about which it also produces an Annual Report, based upon the European Ombudsman’s own Annual Report; and recalling that in 2013 the Committee was actively involved in the organisation of the election of a new European Ombudsman following the retirement of the then incumbent of this office, Mr Nikiforos Diamandouros;

W. considérant que, malgré l'élection par le Parlement d'un nouveau médiateur européen, Mme Emily O'Reilly, entrée en fonctions le 1 octobre 2013, une nouvelle élection doit avoir lieu au début de la prochaine législature, en vertu de l'article 204 du règlement du Parlement, et qu'il conviendrait de veiller à la publication, en temps utile, de règles claires et transparentes pour la procédure électorale, afin de mieux clarifier les responsabilités de la commission des pétitions dans cette procédure et de garantir le niveau de transparence adéquat pour l'élection, en particulier en consacrant à la procédure un outil en ligne amélioré;
W. whereas although a new European Ombudsman, Ms Emily O’Reilly, was successfully elected to serve as from October 1st 2013 by the members of this House, a new election must be organised at the beginning of the next legislature, as is provided for under the Rules of Procedure (Rule 204), and whereas it would be wise to ensure that clear and transparent rules for the process are published in good time which further clarify the responsibility of the Petitions Committee in this process and which ensure adequate transparency for the election, notably by means of an improved dedicated web facility;

Q. considérant que le Médiateur, en réponse à l'avis de la Commission du 27 juin 2002, regrette les points de vue négatifs exprimés sur la proposition, suggère dans une lettre du 17 décembre 2002 adressée au Président du Parlement européen que, en raison de la longue période pendant laquelle ce sujet a été à l'examen et des développements juridiques importants qui ont eu lieu au sein de l'Union européenne, le Parlement européen retire les amendements déposés en vue de leur approbation par le Conseil conformément à l'article 195 du traité CE et examine, conjointement avec les services du Médiateur, la question de la révision du statut du Médiateur lorsqu'un nouveau Médiateur européen aura pris cette fonction le 1er avril 2003,
Q. whereas the Ombudsman, replying to the Commission's opinion on 27 June 2002, regretted the negative views on the proposal suggested in a letter dated 17 December 2002 to the President of the European Parliament that, due to the length of time this topic has been under discussion and the important legal developments that have taken place in the EU, that the European Parliament withdraw the amendments submitted for Council's approval under Article 195 of EC Treaty, and that the services of the Ombudsman and the European Parliament jointly examine the question of the revision of the Ombudsman's Statute when a new European Ombudsman has taken office on 1 April 2003,
