The entire Quebec National Assembly and New Brunswick Legislature, including the Ministers of Justice representing the governments of New Brunswick and Quebec, have said that this bill should be supported.

Given that all the targets that we are again looking at in this House suggest that we wish casualties from motor vehicle accidents to decline significantly over the next ten years – by implication that suggests to me that the market in repair parts from accident damage, which is what we are talking about here, is likely to go down, not up – I would like to ask the Commissioner what his justification is for suggesting in this worthwhile proposal that it will be driven by growth markets.

déplore le fait que seules cinq organisations des Droits de l'homme restent enregistrées au Belarus et que les autorités cherchent continuellement à intimider et à contrôler ces groupes tout en refusant systématiquement les demandes déposées par d'autres groupes de défense des Droits de l'homme pour être enregistrés légalement; se félicite de la décision de l'Assemblée générale des Nations unies de mai 2007 de rejeter la demande du Belarus de siéger au CDHNU, en soulignant son piètre palmarès en la matière; invite à nouveau instamment les autorités bélarussiennes à cesser tout acte d'intimidation ou de harcèlement, toute arrestation ciblée et toute poursuite pour des motifs politiques à l'encontre des défenseurs des Droits de l'homme et de la société civile au Belarus;
Regrets the fact that only five human rights organisations remain registered in Belarus and that the authorities continually seek to intimidate and control those groups whilst repeatedly refusing applications by other human rights groups to register legally; welcomes the decision of the UN General Assembly in May 2007 to reject Belarus' bid for a seat on the UNHRC, pointing to its poor human rights record; once again urges the Belarus authorities to stop using intimidation, harassment, targeted arrests and politically motivated prosecutions against human rights defenders and civil society activists in Belarus;

9. reconnaît les résultats des élections tels qu'officiellement annoncés et rappelle qu'ils ne peuvent en aucun cas être considérés comme une fin en soi; demande au Parlement irakien et au nouveau gouvernement d'adopter une approche ouverte et constructive visant à fédérer toutes les composantes de la société irakienne autour d'un projet politique commun pour le pays afin de surmonter ce qui pourrait être considéré comme une division de la structure institutionnelle selon des lignes ethniques; se félicite de l'invitation faite à plusieurs Sunnites de devenir membres du nouveau gouvernement légitime, et de leur approbation par le Parlement irakien; se félicite du fait que 31% des élus à l'Assemblée nationale transitoire sont des femmes; relève que le nouveau Parlement irakien a élu son président et exprime le fervent espoir que cette assemblée pourra désormais se réunir régulièrement; considère que la première tâche du nouveau parlement et du gouvernement doit être de renforcer la démocratie et l'état de droit dans tout le pays, notamment en préparant la nouvelle constitution;

Acknowledges the results of the elections as officially announced, and recalls that in no way can these be considered as an end in itself; calls on the Iraqi Parliament and the new Government to adopt an open and constructive approach, aimed at federating all components of Iraqi society around a common political project for the country in order to overcome what could be considered a division of the institutional set-up along ethnic lines; welcomes the invitation and approval by the Iraqi Parliament of Sunni Ministers as members of the new legitimate Government; welcomes the fact that 31% of those elected to the Transitional National Assembly are women; notes that the new Iraqi Parliament has elected its President and expresses the fervent hope that it will from now on be able to meet regularly; considers that the primary task of the new Parliament and of the Government must be to strengthen democracy and the rule of law, particularly through preparation of the new Constitution;

- 2 - As a result of the investigation, which covered the period from 1 January to 31 July 1987, it transpired that all these firms except Brother Industries .the two criteria for action under the new anti-dumping Regulation, namely: - they had begun their operations in the Community after the opening of the anti-dumping investigation, - they used a very high proportion of components ranging on average from 75% to 96% from the Japanese companies which were the subject of the original anti-dumping duty. Accordingly the Commission is proposing to the Council that anti- dumping duties should be imposed on the products manufactured by these firms, set at the following levels for each assembled part: - Canon Bretagne (France) 44.00 ECU - Kyushu Matsushita (UK) 40.94 ECU - Sharp (UK) 21.82 ECU - Silver Reed (UK) 56.14 ECU However, for Brothers industries UK the investigation snowed that on average less than 60% of the parts used came from Japan and therefore an anti-dumping duty could not be imposed.
