Je crois que c’est sur cette base que nous avons tous décidé de tout simplement essayer de parvenir à un compromis qui nous mènerait au bout des cinq première années, bien que nous ayons toujours été conscients qu’après ces cinq années, nous nous efforcerions vraiment de créer de véritables structures européennes et de résoudre les problèmes qui seront désormais inhérents à l’Agence.
I believe that it was on this basis that we then all decided to simply try and reach a compromise that would take us through the first five years, although we were always aware that, after those five years, we would make a real attempt at creating genuine European structures and doing away with the problems that will now be inherent in the Agency.
