The public safety aspect is to approve a transfer so that our corrections people can get to know this Canadian citizen who has offended abroad; determine the circumstances of the offence, their past record and all the things that the Correctional Service Canada does when somebody is first brought into the reception centre; and then determine their programming, their eligibility dates and so on.

Frankly, I find it shocking that we were here at 8:45 in the morning, we have a meeting that's set for two hours, and the government, without any notice to anybody, not only the members of this committee but to all those in the public who have an interest in the course of this legislation, in the course of criminal justice in Canada, in the state of our correctional system and correctional services, in how people are going to be treated and whether they will go to jail and for how long, thinks that somehow or other, because they won an election in May and received a majority of 12 or 15 seats, they have the right to come in here and ram this legislation through without due consideration.

I also want to compliment Corrections Canada, under the leadership of Commissioner Don Head, who has supported our local correctional facility, the Pe Sakastew healing centre, in bringing partnerships and stakeholders together, not only to find solutions to the negative issues in our community, but to understand and be educated on the ways of our first nations community.
