What do you think of the idea of the Canadian Human Rights Commission receiving the mandate to promote and enforce, domestically, the provisions of both the international covenants, in particular the international covenant on economic, social and cultural rights which speaks quite directly to the matter of poverty, and which contain an outline of human rights, notwithstanding the opinion of the report of the joint committee on the Charlottetown Accord chaired by our colleague Senator Beaudoin and Madam Dobbie, which at page 83 said that economic, social and cultural rights were not really rights but privileges?

– (DE) Mr President, this motion for a resolution is essentially absolutely right, as it is, of course, our duty, particularly in view of the planned association agreement, to state our views clearly, including with regard to the protection of the family, relatives and fellow fighters of Muhannad Al Hassani and also to insist on the demands of Article 2 of the agreement, not least because we Europeans know from the painful experiences of our past what it means for human rights to be trampled underfoot.

Pour y parvenir, nous devons concentrer notre attention sur les États membres de sorte que, à l’instar de l’Espagne, mise à part la transposition de la décision-cadre du Conseil en la matière, nous puissions élaborer et mettre en œuvre des plans d’action impliquant des groupes d’intérêt, notamment des programmes de mobilisation sociale et de sensibilisation de l’opinion publique, tout en n’oubliant pas de travailler au niveau international.
To achieve this, we must focus attention on Member States so that – as Spain has done, beyond transposing the Council’s framework decision on this matter, – we can develop and implement action plans in which interest groups are involved, including public awareness and social mobilisation programmes, without neglecting to work on international cooperation.

Selon moi, la sensibilisation accrue des gouvernements, du monde politique en général, de la société civile et de l'opinion publique à l’égard du changement climatique, des défis environnementaux auxquels nous faisons face, notamment la lutte contre la désertification, le changement climatique et la pénurie d'eau nous aident à persévérer avec confiance et optimisme et à redonner une impulsion à notre lutte contre les problèmes environnementaux auxquels nous devrons faire face de plus en plus souvent.
I think that the growing awareness among governments, politicians in general, civil society and public opinion of issues concerning climate change, the environmental challenges facing us and, in particular, combating desertification, climate change and water shortages, will help us to press ahead, with confidence, optimism, and a renewed impetus in combating the serious environmental problems that we shall increasingly have to face.

Nous sommes donc généralement d'accord avec les propositions du rapport de Mme Hermange, que je félicite et que nous soutenons par notre contribution, notamment à travers une proposition que nous présentons, en espérant que la Commission et le Conseil reconnaîtront l'importance qu'il y a à accorder la plus grande attention à ce problème et intégreront pleinement les personnes handicapées dans les différents aspects de la vie, en s'appuyant sur la désignation de 2003 comme "Année européenne des handicapés" pour sensibiliser les opinions publiques et les États membres à cette question.
We therefore agree with most of the proposals contained in the report by Mrs Hermange, whom I congratulate and whom we shall help to the best of our ability, specifically through a proposal that we are now presenting, in the hope that the Commission and the Council acknowledge the importance of paying close attention to this issue and to achieving the full integration of disabled people into all aspects of life and take advantage of the plan to make the year 2003 the European Year of Disabled Citizens to raise the awareness of the general public and Member States about this issue.

En outre, le Conseil européen, à la lumière des enseignements qui peuvent être tirés plus d'un an et demi après l'entrée en vigueur du traité sur l'Union européenne, et compte tenu des défis et des enjeux liés notamment à la perspective d'un nouvel élargissement, considère que la réflexion devrait se concentrer sur quelques priorités afin de permettre à l'Union de répondre aux attentes de ses citoyens : - analyser les principes, les objectifs et les instruments de l'Union face aux nouveaux défis lancés à l'Europe ; - renforcer la politique étrangère et de sécurité commune de manière à la porter à la hauteur des nouveaux enjeux internationaux ; - mieux répondre aux exigences de notre temps dans le domaine de la sécurité intérieure et, plus généralement, dans les domaines de la justice et des affaires intérieures ; - accroître l'efficacité, le caractère démocratique et la transparence des institutions de manière à leur permettre de s'adapter aux exigences d'une Union élargie ; - raffermir le soutien des opinions publiques à la construction européenne en répondant au besoin d'une démocratie plus proche du citoyen européen, préoccupé par les questions d'emploi et d'environnement ; - mieux assurer la mise en oeuvre du principe de subsidiarité.
Furthermore, in view of the lessons which may be learnt more than a year and a half after the entry into force of the Treaty on European Union and of the challenges and risks linked in particular to the prospect of a further enlargement, the European Council considers that thoughts should now focus on a number of priorities to enable the Union to respond to its citizens' expectations: - to analyse the principles, objectives and instruments of the Union, with the new challenges facing Europe; - to strengthen common foreign and security policy so that it can cope with new international challenges; - to provide a better response to modern demands as regards internal security, and the fields of justice and home affairs more generally; - to make the institutions more efficient, democratic and open so that they are able to adjust to the demands of an enlarged Union; - to strengthen public support for the process of European integration by meeting the need for a form of democracy which is closer to the citizens of Europe, who are concerned at employment and environment questions; - to put the principle of subsidiarity into practice more effectively.
