À travers notre intervention, à travers notre délibération de ce soir, nous souhaitons non seulement que l’initiative de l’Union européenne soit suivie d’effets à son niveau, mais qu’également au niveau des États membres, nous soyons entendus et qu’eux aussi simplifient de manière particulièrement évidente.
Through our action and through our debate this evening, we hope not only that the European Union’s initiative will be acted upon at EU level, but also that, at Member State level, we are heard and that they too make a clear effort to simplify.

Si vous observez véritablement ce qui s’est passé concrètement concernant la directive sur les services, l’élargissement, l’énergie, REACH (nous venons juste d’obtenir la signature du règlement REACH), le 7e programme-cadre de recherche (le plus vaste jamais vu, avec une augmentation de 40% en termes réels), le nouveau système Schengen (particulièrement important pour les nouveaux États membres), notre intervention au Liban, notre intervention au Congo (où l’Union européenne fut de loin le plus grand contributeur aux élections démocratiques, les premières jamais organisées dans cet important pays africain), concernant tous ces enjeux et plusieurs autres, nous avons vu que les trois institutions se sont bien plus efforcées d’obtenir des résultats au profit des citoyens d’Europe et, heureusement, bien moins engagées dans des guerres de territoires à Bruxelles.
If you look at what has really happened in concrete terms on the Services Directive, on enlargement, on energy, on REACH (we have just witnessed the signature of the REACH regulation), on the seventh research framework programme (the biggest ever, with a 40% increase in real terms), on the new system for Schengen (especially important for new Member States), on our response on Lebanon, on our response on the Congo (where the European Union was by far the biggest contributor to the successful democratic elections, the first ever in that important African country), on all those issues and on several others we have seen the three institutions much more focused on delivering results to the citizens of Europe and, hopefully, much less on Brussels turf wars.

For serious threats to human health and the rural economy, we must strive to reduce the risk to a negligible level. But zero risk cannot be achieved. So even when dealing with high priority threats where a negligible level of risk is sought, we must analyse the cost-benefit and cost-effectiveness of possible interventions to ensure best use of limited resources, both in terms of EU funding and cost to producers. This is critical to our food supply and key to the sustainability of the environment and the rural economies of Member States.

- Monsieur le Président, je voudrais remercier Mme de Palacio pour son intervention ce lundi soir en début de session du Parlement sur un sujet qui est d’actualité, puisqu’en réalité, notre intervention ne s’adresse pas tant au commissaire Busquin ni à elle-même, qu’à la réunion ministérielle de l’Agence spatiale européenne, qui doit avoir lieu dans quelques jours, et nous en attendons beaucoup.

Nous nous concentrons sur trois aspects particuliers : - la libéralisation des services, destinée à limiter les droits exclusifs du monopole des prestataires de services télécoms; - la fixation des tarifs, pour lesquels nous devons veiller à ce qu'il n'y ait pas d'ententes entre les autorités responsables des télécomes - la conférence européenne des postes et télécommunications a déjà modifié sa pratique en la matière à la suite de notre intervention; - la taxation des communications internationales, que nous sommes en train d'examiner pour vérifier si elle n'a pas été fixée au terme d'accords incompatibles avec les règles communautaires.
There are three aspects which we are concentrating upon: - liberalisation of services, designed to limit the exclusive rights of the monopoly providers of telecoms services (expand); - ensuring that price cartels are not used between the telecoms authorities to fix charges - the European committee of posts and telecommunications has already changed its practices as a result of our intervention; - international call charges, which we are examining to see whether they have been fixed under agreements incompatible with the EC rules.
