In effect, our recommendation 55 uses the framework of clause 64 but casts it in a way that we believe is consistent with the Great Lakes Water Quality Agreement, that we believe is consistent with the interpretation of that agreement by the International Joint Commission, and that we believe really reflects what Canadians want, which is that those substances that are the most dangerous known and that are inherently toxic should simply be phased out.

Finally, to achieve full subsidiarity in extra-judicial remedies, the network should ideally be expanded to include specialised ombudsmen dealing with minors' rights, family problems, the protection of personal data and prisoners or patients' rights, so as to increase its popularity and extend their influence beyond the limits of their territorial jurisdiction with a view to establishing multiple forms of dialogue, which this committee views as a positive sign of the development of increasingly close relations between citizens and institutions under the aegis of the European Union.

Our objective at this point is to establish a single joint review panel EA for the projects that are structured by agreement between Canada, Ontario, and the affected Matawa first nations that will, among other things, allow sufficient time and flexibility in the process to enable our communities to fully understand the scope of the proposed developments; recognize community processes and procedures, for example, in seeking guidance from elders, using oral forms in addition to written ones, providing for oral translation and traditional knowledge, and providing opportunities for discussion of issues with both the regulators and the proponents; ensure a full review of all impacts, including the complex environmental and treaty/aboriginal rights impacts associated with the projects, and to thoroughly consider the full range of potential mitigation and accommodation measures.
