Welcomes the fact that the Council, the Commission and Parliament have arrived at an agreement to reduce the level of unpaid bills, particularly in cohesion policy, at year-end down to its structural level in the course of the MFF, as laid down in the joint statement accompanying the 2015 budgetary agreement, and takes note of the Commission’s ‘Elements of a payment plan to bring the EU budget back onto a sustainable track’ received on 23 March 2015; reminds the Commission of its commitment to put forward a payment plan as soon as possible, and in any event before the presentation of the 2016 draft budget; furthermore, reminds all institutions of their commitment to agree on and implement such a plan as of 2015 and by the mid-term revision of the current MFF;

La DG Pêche a toutefois confirmé récemment à notre commission qu'en ce qui concerne la pêche, c'était la Commission qui choisissait les objectifs, et elle admettait sans ambages que la DG Pêche exerçait des "pressions" (sic) pour que les pays tiers acceptent de transformer une compensation financière pure en "actions objectif", contre le vœu clairement exprimé par ces pays, et pour que ces actions objectif soient celles choisies par la Commission.
However, the fisheries DG recently confirmed to this committee that in the case of fisheries it was the Commission which selected the objectives, openly admitting that 'pressure' (sic) was brought to bear by the fisheries DG to ensure that third countries agreed to accept 'targeted measures' instead of straight financial compensation, against their clearly expressed wishes, and to ensure that the targeted measures were the ones chosen by the Commission.

Au nom de mon groupe, je voudrais insister pour que les principes de la Convention de Genève soient appliqués intégralement dans les deux aspects de la politique d’immigration et pour que la Commission et le Parlement soient impliqués totalement dans chacun de ces aspects.
On behalf of my group, I would like to urge that the principles of the Geneva Convention find full expression in all its aspects in the two aspects of the migration policy and that the Commission and Parliament become fully involved in all said aspects.
