Si la Commission indique à l’ARN concernée qu’elle estime que le projet de mesure notifié fait obstacle au marché unique, ou si elle nourrit de sérieux doutes quant à sa compatibilité avec le droit communautaire, elle dispose d’un délai de deux mois supplémentaires («2 phase») pour prendre la décision de demander à l’ARN de retirer son projet de mesure («décision de veto»).
If the Commission informs the NRA concerned that it considers the notified draft measure to create a barrier to the single market, or if it has serious doubts as to its compatibility with Community law, then within a further period of two more months (“2 phase”) it may take a decision requiring the NRA to withdraw the draft measure (“veto decision”).

Subject to paragraph 2, this Regulation shall not prejudice the application of Council Regulation (EC) No 1348/2000 of 29 May 2000 on the service in the Member States of judicial and extrajudicial documents in civil or commercial matters where in the proceedings in the Member State of origin a judicial document has to be transmitted from one Member State to another for service there.
