After debate the following resolution was agreed to as amended: It was agreed, - Reaffirming the importance of the universal protection and promotion of human rights; Noting the stated commitment of the Government of Colombia to the protection of human rights and the achievement of peace in that country; Noting that another round of peace talks between the Government of Colombia and the guerrillas are to begin in January 2000; Noting that Canada is an important trading partner of Colombia as well as a donor of official development assistance; Noting the repeated criticism at the UN Commission on Human Rights by the Government of Canada of the poor human rights situation in Colombia; Deeply disturbed by the findings of the UN High Commissioner for Human Rights that violations of human rights and breaches of international humanitarian law in Colombia have increased and are " serious, gross and systematic" ; Deeply disturbed over evidence provided to this committee both by Canadian NGO representatives as well as Canadian Government officials that illegal paramilitary groups continue to receive active and widespread support from Colombia’s state security forces; Noting the public statement by the Canadian Minister of Foreign Affairs after the 1998 massacre in Barrancabermeja, Colombia, calling on the Government of Colombia " .to investigate these assassinations thoroughly" ; Having met and listened to Church, human rights and trade union organizations as well as Canadian Government officials, deeply concerned with the situation in Colombia; The Standing Committee on Foreign Affairs and International Trade:

F. remarquant que les États membres eux-mêmes, dans le cadre de leurs travaux préparatoires relatifs au futur programme de l'ELSJ pour la période 2010-2014, évoquent ces mêmes difficultés (voir les rapports du "groupe du futur" - doc 11657/08, du groupe sur l'avenir de la politique intérieure - doc ../08 et du groupe sur l'avenir de la justice, ainsi que les contributions d'autres États membres présentées au Conseil et à la Commission), et reconnaissant que l'"acquis" en matière de politique intérieure européenne, développé par étapes, est nécessairement non structuré et, dès lors, difficile à expliquer aux citoyens européens; notant que sa compréhension est parfois peu aisée, même pour les spécialistes; faisant remarquer, d'autre part, que certains de ces instruments se chevauchent et que la base juridique de certaines mesures est contenue dans des actes différents; notant, enfin, qu'il est de plus en plus difficile et fastidieux de contrôler la mise en œuvre correcte des directives de l'Union européenne par chacun des 27 États membres,
F. noting that the Member States themselves mention these problems in the context of their preparatory work for the future programme of the AFSJ for the period 2010-2014 (see the reports of the Future Group - Doc 11657/08, the Home Affairs Group - Doc. .../08 and the Justice Group, as well as the contributions of other Member States submitted to the Council and the Commission), recognising that the existing 'acquis' in the field of European Home Affairs which was developed step by step is necessarily unstructured and therefore difficult to explain to European citizens; noting that it is sometimes hard to understand even for specialists and that some of these instruments overlap and the legal basis for some actions can be found in different acts; noting, finally, that it is becoming increasingly difficult and time-consuming to monitor the proper implementation of European Union directives by as many as 27 Member States,

B. notant que le Président Gayoom recourt à l'emprisonnement pour supprimer la démocratie parlementaire et qu'il maintient en ce moment en prison les dirigeants du parti démocratique des Maldives, notamment les députés Mohamed Munavvar (ancien Attorney general), Ali Faiz, Ilyas Hussein, Ahmed Shafeeq, Ahmed Adil, Hussein Rasheed Hassan (membre de la commission nationale des droits de l'homme) ainsi que M. B. noting that President Gayoom uses imprisonment to suppress parliamentary democracy and that he is currently holding the leadership of the Maldives Democratic Party in prison, including Dr Mohamed Munavvar MP (former Attorney General), Ali Faiz MP, Ilyas Hussein MP, Ahmed Shafeeq MP, Ahmed Adil MP, Dr Hussein Rasheed Hassan MP (member of the National Human Rights Commission), Ibrahim Hussain Zaki (the widely respected diplomat and former Secretary-General of the South Asian Association for Regional Cooperation (SAARC), Ibrahim Ismail MP, Mohammed Naseem MP, Ahmed Athif MP and Gasim Ibrahim MP, (former President of the SAARC Chamber of Commerce and the pro-reform candidate for the post of Speaker in the Maldivian Parliament),

...e quantity, the number of seizures and drug law offences reported within the European Union; Concerned about the role of organised crime in the large-scale trafficking of cannabis towards and within the European Union; Noting that cannabis continues to be the illegal substance most commonly used in all Member States and that its use is increasing in most countries across the European Union, especially among young people; Concerned about the changes in patterns of use, towards more frequent and regular use, and also concerned about the steady increase in cannabis-related demand for treatment; Concerned about very high THC (tetrahydrocannabinol) content found in cannabis seized in Europe and noting the need for research on the health effects of this rise; Conscious of the advances in the science of cannabis during the last decade, there is still need for further research in order to obtain a better understanding of how cannabis affects the brain and concerned about the effects that the increased use of cannabis among the very young might have on vital social and cognitive functions, such as concentration and attention as well as the ability to learn and sort information and also concerned about any links between cannabis use and mental health problems such as anxiety and depression; Concerned that the perceived risk of harm from the use of cannabis might be falling among young people; ...

NOTANT l'importance des données satellitaires pour la gestion de l'environnement et de l'aménagement du territoire, la sauvegarde des vies humaines dans la gestion des conséquences des catastrophes, la surveillance des risques et le renforcement de la sécurité civile, et notant la nécessité de développer sans délai des services applicatifs opérationnels ou pré-opérationnels, ENCOURAGE l'initiative "GMES" pour la surveillance et la protection de l'environnement, permettant à l'Europe d'acquérir l'ensemble des moyens nécessaires à l'analyse et au contrôle de ces questions. INVITE à cet effet la Commission, conjointement avec l'ESA et les Etats membres, à finaliser le cadre de définition de cette initiative, en partant des besoins des utilisateurs et de la société civile, permettant d'élaborer des propositions concrètes de mise en œuvre avant la fin du 1 semestre 2001.
7. NOTING the importance of satellite data in managing the environment and regional planning, in safeguarding human life by managing the consequences of disasters, in monitoring risks and in improving civil security, and noting the need to develop, without delay, operational or pre-operational application services, ENCOURAGES the GMES initiative to monitor and protect the environment, enabling Europe to obtain all the necessary resources to assess and watch over such matters; accordingly CALLS ON the Commission, together with the ESA and the Member States, to complete the outline for this initiative, starting from the needs of users and civil society, so that specific implementing proposals can be drawn up by the end of June 2001;
