What has been achieved Since 1985 a number of initiatives have been put into effect in response to these new stimuli, of which the most significant are : - 2 - - the issuing of Community passports in most of the Member States (1985-1986); - the mutual recognition of architects' and pharmacists' diplomas (June-September 1985); - the updating to 350 ECU of the duty-free allowance for travellers within the Community (October 1985); - equal access for young people to museums and cultural events (December 1985); - agreement by the Institutions on the use of the European flag (March-April 1986); - abolition of the postal tax known as the customs clearing charge on small consignments (March 1986); - several measures in the health sector, in particular the adoption of a European emergency health card, an anti-cancer campaign and a campaign in the field of toxicology (29 May 1986); - the COMETT programme which aims at giving a Community dimension to cooperation between universities,industry and research centres (7 June 1985).

COM (88) 331 - 2 - - COMETT (programme visant à donner une dimension communautaire à la coopération entre les Universités, les ntreprises et les Centres de recherche (juillet 1986); - YES (Youth Exchange Scheme) for Europe (programme d'échanges européens des jeunes (mai 1988); - la reconnaissance réciproque des diplômes des architectes et des pharmaciens (juin-septembre 1985) et pour la plupart des professions médicales (médecins, infirmières, vétérinaires, sages-femmes); - le système général de reconnaissance des diplômes fondé sur la confiance mutuelle et sans harmonisations des formations (une décision à ce sujet devrait être prise le 22 juin 1988); - dans le domaine de la culture : l'égalité d'accès pour les jeunes aux musées et manifestations culturelles (décembre 1985). La relance du secteur culturel paraît désormais un fait acquis depuis le Conseil du 27 mai 1988.
Achievements include: - agreement by the institutions on the introduction and use of the European flag (March-April 1988), now the symbol par excellence of Community identity and European unification; the flag, symbol and anthem are now increasingly being used both inside and outside the Community; - introduction of the European passport by all the Member States (except the Netherlands and the United Kingdom, where it should be introduced by the end of this year); - Community-wide celebrations (such as the first Europe Day, celebrated on 9 May 1988); - ERASMUS (programme to encourage student mobility and cooperation between universities in the various Member States (June 1987); - COMETT (programme to give a Community dimension to cooperation between universities, firms and research centres) (July 1986); - YES (Youth Exchange Scheme) for Europe (May 1988); - mutual recognition of diplomas for architects and pharmacists (June-September 1986) and for most medical and paramedical professions (doctors, nurses, vets and midwives); - general system for the recognition of diplomas based on mutual trust without harmonization of training (decision due on 22 June); - in the cultural sector: equal access for young people to museums and cultural events (December 1985); green light from the Council for the plan to give a fresh boost to cultural activity (27 May 1988); European Cinema and Television Year now well under way and MEDIA programme (measures to encourage the development of the audiovisual industry) - both a solid base for concrete proposals in this area; - Joint Declaration against racism and xenophobia signed by the three institutions.
