The NNI proposed by the Commission will focus in particular on promoting sustainable economic and social development of these border regions, ensuring the smooth functioning and secure management of the future external borders, addressing common challenges facing the EU and its neighbours like environment, public health, and the prevention of and fight against organised crime, and pursuing people to people co-operation between the EU Member States and their neighbours.

At the same time the new opportunities brought by enlargement will be accompanied by new challenges: existing differences in living standards across the Union's borders with its neighbours may be accentuated as a result of faster growth in the new Member States than in their external neighbours; common challenges in fields such as the environment, public health, and the prevention of and fight against organised crime will have to be addressed; efficient and secure border management will be essential both to protect our shared borders and to facilitate legitimate trade and passage.
