To allow for the most efficient use of the Union budget so as to enhance the multiplier effect of Union financial assistance, the Commission shall provide financial assistance as a priority in the form of financial instruments whenever appropriate, subject to market take-up and whilst respecting the ceiling for the use of financial instruments in accordance with Article 14(2) and Article 21(4).

2. The Commission shall be empowered to adopt delegated acts in accordance with Article 26 of this Regulation to modify the main terms, conditions and procedures laid down in Part III of Annex I to this Regulation governing the Union contribution to each financial instrument established under the Debt Framework or Equity Framework laid down in Part III of Annex I to this Regulation in accordance with the results of the interim report and the independent full -scale evaluation of the pilot phase of the Europe 2020 Project Bond Initiative established under Decision No 1639/2006/EC and Regulation (EC) No 680/2007, and in order to take into account changing market conditions with a view to optimising the design and implementation of the financial instruments under this Regulation.

Where financial instruments provide support to final recipients in respect of infrastructure investments with the objective of supporting urban development or urban regeneration or similar infrastructure investments with the objectives of diversifying non-agricultural activities in rural areas, such support may include the amount necessary for the reorganisation of a debt portfolio regarding infrastructure forming part of the new investment, up to a maximum of 20% of the total amount of programme support from the financial instrument to the investment.

Takes the view that announcing a competition for the foundation of cutting-edge research centres in disadvantaged regions is a suitable instrument for developing the European Research Area; considers that the award of aid in the form of a competition boosts dynamism and creativity, which can lead even in structurally weak regions to the successful creation of research and technology sites providing future-oriented jobs; considers that the candidates for the competition should be teams comprising one internationally recognised research institute and one disadvantaged region each, and that the scientific approaches underlying the proposals for foundations should be assessed on the principle of excellence; considers that, at the same time, the region should be required to come up with a viable overall approach constructing, for example with the help of structural funds and by creating an appropriate framework, an infrastructure amenable to research and innovation;
