Dans ses conclusions du 12 décembre 2013 relatives au rapport de la Commission sur l'aide de l'Union européenne à la gouvernance démocratique, axé sur l'initiative relative à la gouvernance, le Conseil a noté que nonobstant les besoins de chaque pays partenaire et l'engagement pris par l'Union de fournir un financement prévisible, des éléments d'incitation dans la programmation peuvent favoriser les progrès et produire des résultats en termes de gouvernance démocratique, éléments qui devraient répondre de façon dynamique au niveau d'engagement et de progrès dans les domaines des droits de l'homme, de la démocratie, de l'État de droit et de la bonne gouvernance.
In its Conclusions of 12 December 2013 on the report from the Commission on EU Support for Democratic Governance, with a focus on the Governance Initiative, the Council noted that notwithstanding the partner country's needs and the commitment of the Union to provide predictable funding, elements of an incentive-based approach in programming can stimulate progress and results in democratic governance and should respond in a dynamic way to the level of commitment and progress with regards to human rights, democracy, the rule of law and good governance.

Commends the Ombudsman for his work in promoting human rights, his openness towards vulnerable people and his cooperation with civil society organisations; deplores the fact that the Ombudsman’s annual and special reports have not been debated in the Parliament, and therefore cannot be published and are not officially acknowledged; urges the Government and the Parliament to improve cooperation with the office of the Ombudsman; deplores the fact that, so far, the Ombudsman has not regularly been informed or consulted by the Government in a timely manner on relevant draft legislation; notes with concern that the budget allocated to the Ombudsman’s office remains insufficient and has been further reduced; underlines the fact that the institution needs further financial and political support from both the Parliament and the Government in order to continue carrying out its duties; calls for a broad awareness campaign to highlight the role and importance of the institution;

Welcomes the resolutions passed by Parliament calling for the closure of the Guantánamo Bay detention centre and the contributions that Parliament has made to raising the profile of that centre and its human rights concerns relating thereto; calls on the Council and the Commission to urge the US Government to find a mechanism that will facilitate the charging or releasing of detainees in accordance with international law; welcomes the fact that, in May 2006, Albania became the first country to resettle five Chinese Uighurs from Guantánamo, but regrets that 13 Chinese Uighurs who have been cleared for release by the United States Government remain in Guantánamo Bay as the United States Government has rightly concluded that they cannot be returned to China for fear of torture; calls on the Council, the Commission and Member States to work with the United States Government to facilitate the settlement of all those remaining individuals who the United States has concluded pose no threat to the United States or its allies but who cannot be returned to their home countries for fear of torture; is concerned that the very existence of the Guantánamo Bay detention centre continues to send out a negative signal as to how the fight against terrorism is being pursued;

Governments cannot do everything, but they can become enablers of individual choice, helping people with disabilities to do what they themselves want to do by removing the barriers that stand in their way – barriers in education, employment or simply in getting from A to B. Governments can also promote and enable a culture of independence rather than dependence.
