La Commission présente, avant le 1er janvier 2017 et chaque année par la suite, au Parlement européen et au Conseil un rapport précisant si les AES lui ont soumis les projets de normes techniques de réglementation et les projets de normes techniques d'exécution prévus dans les directives 2003/71/CE et 2009/138/CE, qu'elles soient tenues ou non d'élaborer de tels projets de normes techniques de réglementation ou de normes techniques d'exécution, avec les propositions, le cas échéant.
The Commission shall, by 1 January 2017 and annually thereafter, submit to the European Parliament and to the Council a report specifying whether the ESAs have submitted the draft regulatory technical standards and implementing technical standards provided for in Directives 2003/71/EC and 2009/138/EC, whether the submission of such draft regulatory technical standards or implementing technical standards is mandatory or optional, together with proposals, where appropriate.

Si l’Autorité a soumis un projet modifié de norme technique d’exécution dans le délai de six semaines, la Commission peut modifier le projet de norme technique d’exécution sur la base des modifications proposées par l’Autorité ou adopter la norme technique d’exécution avec les modifications qu’elle juge pertinentes.
If the Authority has submitted an amended draft implementing technical standard within that six-week period, the Commission may amend the draft implementing technical standard on the basis of the Authority’s proposed amendments or adopt the implementing technical standard with the amendments it considers relevant.

Si, à l’expiration du délai de six semaines visé au cinquième alinéa, l’Autorité n’a pas soumis de projet modifié de norme technique d’exécution ou a soumis un projet de norme technique d’exécution qui n’est pas modifié conformément aux modifications proposées par la Commission, celle-ci peut adopter la norme technique d’exécution avec les modifications qu’elle juge pertinentes ou la rejeter.
If, on the expiry of the six-week period referred to in the fifth subparagraph, the Authority has not submitted an amended draft implementing technical standard, or has submitted a draft implementing technical standard that is not amended in a way consistent with the Commission’s proposed amendments, the Commission may adopt the implementing technical standard with the amendments it considers relevant or reject it.
