Takes the view that impartial humanitarian bodies should be responsible for the distribution of aid in the country and that military personnel should be involved only in entirely exceptional circumstances, in recognition of the neutral, impartial and independent nature of the work of humanitarian bodies and in full compliance with the relevant international standards, as codified in the ‘Guidelines on the Use of Military and Civil Defence Assets in Humanitarian Emergencies’ (MCDA) and advocated in the European Consensus on Humanitarian Aid;

In the exceptional case of the carving out of parts of an international auditing standard, Member States shall communicate their specific national legal requirements, as well as the grounds for maintaining them, to the Commission and the other Member States at least six months before their national adoption or, in the case of requirements already existing at the time of adoption of an international auditing standard, at the latest within three months of the adoption of the relevant international auditing standard.

3. 3. Where international standards exist or their completion is imminent, they shall be taken into consideration in the development or adaptation of food law, except where such standards or relevant parts would be an ineffective or inappropriate means for the fulfilment of the legitimate objectives of food law or where there is a scientific justification, or where they would result in a different level of protection from the one determined as appropriate in the Community.
