Further, appropriate cooperation arrangements for the purpose of systemic risk oversight and in line with international standards should be in place between the competent authorities of the Member States where the AIFs are marketed, if applicable, the competent authorities of the EU AIFs concerned and the supervisory authorities of the third country where the non-EU AIFM is established and, if applicable, the supervisory authorities of the third country where the non-EU AIF is established in order to ensure an efficient exchange of information that allows competent authorities of the relevant Member States to carry out their duties in accordance with this Directive.

Concernant l’IASCF, les réformes devraient, entre autres, répondre aux attentes énoncées dans la résolution du Parlement européen du 24 avril 2008 sur les normes internationales d’information financière (IFRS) et la gouvernance du Conseil des normes comptables internationales (IASB) et dans les conclusions du Conseil du 8 juillet 2008, notamment en ce qui concerne la création du Conseil de surveillance, qui devrait être doté des pouvoirs appropriés et d’une composition adéquate, une plus grande transparence et une plus grande légitimité du processus d’établissement de normes de l’IASCF et du processus de fixation du programme de l’IASCF, l’accroissement de l’efficacité du comité consultatif de normalisation et la formalisation du rôle des analyses d’impact à réaliser dans le cadre d’un fonctionnement approprié de l’IASB.
In relation to the IASCF, the reforms should include, inter alia, meeting the expectations set out in the European Parliament Resolution of 24 April 2008 on International Financial Reporting Standards (IFRS) and the Governance of the International Accounting Standards Board (IASB) and in the Council Conclusions of 8 July 2008, in particular the creation of the Monitoring Board with relevant powers and appropriate composition, greater transparency and legitimacy in regard to the IASCF’s standard-setting and agenda-setting processes, the enhancement of the effectiveness of the Standards Advisory Council and the formalisation of the role of impact assessments as part of the due process of the IASB.
