Bryon Wilfert: Étant donné que ce rapport existe depuis un certain temps et compte tenu de l'analyse que Deloitte et Touche a faite du plan en six points, une des choses qui m'intéressent évidemment est le suivi.Vous savez, monsieur Potts, vous avez mentionné que les responsables étaient sur la bonne voie, mais compte tenu des observations figurant dans ce rapport et du fait que cela devrait être, à mon avis, le noyau non seulement pour DHRC mais pour pratiquement tous les ministères.Dans le rapport, il est mentionné que pour que les normes gouvernementales soient acceptées, il faut que les sous-ministres sachent parfaitement ce qui se passe dans chacun de leur ministère. Si l'on tient compte des causes profondes des problèmes dont nous avons parlé auparavant au ministère, nous comprenons pourquoi cela n'était manifestement pas le cas.
Mr. Bryon Wilfert: Given the fact that this report has now been in existence for a period of time, and given the Deloitte and Touche analysis of the six-point plan, of which one of the things, obviously, I'm interested is in the follow-up.You know, Mr. Potts, you've certainly made an indication that they were on the right track, but taking the comments that we see in this report and given the fact that this should be, in my view, the nucleus for not only HRDC but for pretty well every department.The report talks about the fact that for government standards to be accepted, deputies really have to have a handle on what's going on in each of their departments, and given all of the root causes we've talked about before at HRDC, we understand why that clearly was not the case.

Welcomes the proposal by the relevant government authorities to conduct investigations into all allegations, and the Qatari authorities’ promise to increase the number of labour inspectors charged with monitoring the enforcement of proper labour laws; expects the labour inspectors to receive training on human rights standards and hopes that they will be supported in their work by interpreters;

I. whereas human rights organisations report that more than 12 000 civilians have been tried before military tribunals since March 2011 in Egypt; whereas civilians arrested under the emergency law continue to be tried before military courts, which fall short of minimum standards of fair trial and the right to defence, in the country; whereas the great majority of Egyptian human rights NGOs, lawyers' associations and political figures from all political groups have insisted that civilians must be tried in civilian courts to ensure due process;

Calls on the EU institutions to adopt in an interinstitutional agreement binding guidelines concerning the appointment of civil society representatives, methods for organising consultations and their funding, in accordance with the general principles and minimum standards for consultation of interested parties ; points out that, to this end, all EU institutions should maintain up-to-date registers of all relevant non-governmental organisations, whether they are active in the Member States and/or focused on the EU institutions;
