In terms of the first amendment, the addition of section (1.1), the way I read it, is to limit the notion of " document'' to only federal and provincial legislation, which would essentially deny the capacity of regulators to incorporate by reference any standard, anything but legislation, but including particularly the standards that I think you have heard about at length in the testimony of Mr. Walter, I believe.
