Bien que la Communauté ait contribué de longue date à la sécurité routière, notamment par plus de cinquante directives de normalisation technique, et même si le traité de Maastricht a explicité les moyens juridiques offerts à la Communauté pour fixer un cadre et prendre des mesures [2], il faut bien constater une très forte réticence des États membres à une action au niveau communautaire, comme par exemple l'harmonisation de l'alcoolémie maximale en discussion depuis douze ans.
Although the Community has contributed to road safety over very many years, in particular through more than 50 technical standardisation directives, and despite the fact that the Maastricht Treaty clarified the legal means available to the Community to establish a framework and to act, [2] the Member States have been highly reluctant to take action at Community level, witness the harmonisation of blood alcohol limits which has been under discussion for twelve years.

Afin que la présente directive reste à jour, il convient de déléguer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne, en ce qui concerne l’adoption de modifications purement techniques aux annexes, afin de refléter l’adoption de règlements et directives concernant l’harmonisation et la normalisation techniques, les progrès techniques, les changements dans les normes ou spécifications les plus pertinentes et les nouvelles découvertes scientifiques relatives aux risques qu’entraîne l’exposition aux champs électromagnétiques, ainsi que d’ajuster les VA.
In order to ensure that this Directive remains up-to-date, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of purely technical amendments of the Annexes, to reflect the adoption of regulations and directives in the field of technical harmonisation and standardisation, technical progress, changes in the most relevant standards or specifications and new scientific findings concerning hazards presented by electromagnetic fields, as well as to adjust ALs.

(14) Il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, afin qu'elle soit habilitée à apporter des modifications purement techniques aux annexes de la présente directive, dans le droit fil de l'adoption des directives concernant l'harmonisation et la normalisation techniques et à la suite de progrès techniques, de changements dans les normes ou spécifications les plus pertinentes ou après de nouvelles découvertes scientifiques relatives aux risques qu'entraînent les champs électromagnétiques.
(14) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in order to empower it to make purely technical amendments of the Annexes to this Directive, in line with the adoption of directives in the field of technical harmonisation and standardisation and as a result of the technical progress, changes in the most relevant standards or specifications and new scientific findings concerning electromagnetic fields hazards as well as to adjust the action levels.
