Urges the relevant Parliamentary governing bodies to note that the emphasis of the Commission's work programme has shifted away from simply proposing more and more legislation in favour of ensuring existing legislation is implemented effectively; believes that as a consequence increasing parliamentary time should be given to its role of scrutiny; therefore calls on these governing bodies to consider ways to increase time available to its committees by, for example, allowing a normal programme of meetings whilst plenary is sitting (at times that do not clash with key debates) and reforming the traditional distinction between committee and group weeks; believes it would be more cost effective if all these sessions took place in one location;
