Aux questions procédurales qui ont été invoquées, comme cela a aussi été le cas en public ces derniers jours, on peut répondre que, dans le cadre de ce paquet-ci puis de la mutation de Martin Selmayr au poste de secrétaire général en application de l'article 7 du statut, la procédure a aussi été respectée dans les moindres détails et à tout moment: la vacance du poste de secrétaire général adjoint a été publiée et a été suivie d'un examen en centre d'évaluation – une évaluation externe des candidats –, d'un entretien avec les membres du comité consultatif des nominations au sein de la Commission puis d'un entretien avec le Président et moi-même la veille de l'adoption de la décision.
In response to the procedural issues that have been raised, including publicly in recent days, it can be replied that the procedure and its time-limits have been respected fully in the case of this package and Martin Selmayr's appointment under Article 7 of the Staff Regulations to the post of Secretary-General: it began with the Deputy-Secretary-General's publication of a vacancy notice, which was followed by the assessment centre with its external assessment of candidates, an interview with the Commission's Consultative Committee and a final interview with the President and myself the day before the decision.
