In order to contribute to the objective of the widest possible participation in the Rome Statute, the Union and its Member States shall make every effort to further this process by raising the issue of the widest possible ratification, acceptance, approval or accession to the Rome Statute and the implementation of the Rome Statute in negotiations, including negotiations of agreements, or political dialogues with third States, groups of States or relevant regional organisations, whenever appropriate.

In order to contribute to the objective of an early entry into force of the Statute, the European Union and its Member States shall make every effort to further this process by raising the issue of the widest possible ratification, acceptance, approval or accession to the Rome Statute and the implementation of the Statute in negotiations or political dialogues with third States, groups of States or relevant regional organisations, whenever appropriate.

2. À l'égard de tout État ou union douanière ou économique qui signe la présente convention sans réserve de ratification, qui la ratifie ou y adhère après que le nombre minimal requis au paragraphe 1 du présent article a été atteint, la présente convention entre en vigueur le 1er janvier qui suit dans un délai de douze mois au moins et de vingt-quatre mois au plus la date à laquelle, sans préciser une date plus rapprochée, cet État ou cette union douanière ou économique a signé la convention sans réserve de ratification ou déposé son instrument de ratification ou d'adhésion.

For any State or Customs or Economic Union signing without reservation of ratification, ratifying or acceding to this Convention after the minimum number specified in paragraph 1 of this Article is reached, this Convention shall enter into force on 1 January which falls at least 12 months but not more than 24 months after it has signed the Convention without reservation of ratification or has deposited its instrument of ratification or accession, unless it specifies an earlier date.
