Cette action fédératrice vise à intensifier l'effort de formation à ces deux niveaux. Elle s'inscrit à la suite de la réflexion menée dans le contexte de la Stratégie européenne pour l'emploi, du débat autour du Mémorandum sur l'éducation et la formation tout au long de la vie [20] et de la nouvelle Task Force Compétences et Mobilité proposée par la Commission dans sa communication « New European Labour Markets, open to All with Access from All [21] ».
This line of action is geared to improving training in these two areas, following on from the ideas explored in the European Employment Strategy, the Memorandum on Lifelong Learning [20] and the new Skills and Mobility Task Force proposed by the Commission in its communication "New European Labour Markets, Open to All with Access from all" [21].
