Au nom des Inuit du Nunavik, nous prions instamment votre comité permanent de recommander au ministère des Affaires indiennes et du Nord canadien qu'il doit, au nom du gouvernement fédéral, accorder un financement suffisant aux Inuit du Nunavik pour garantir qu'un programme d'infrastructures maritimes conforme au devis estimatif révisé préparé en 1996 (de 80 millions de dollars plus ou moins 25 p. 100) soit réalisé.
On behalf of the Inuit of Nunavik, we urge this Standing Committee to recommend to the Department of Indian and Northern Affairs that it must, on behalf of the federal government provide sufficient funding for the Inuit of Nunavik to ensure that a marine infrastructure program in accordance with the revised cost estimates prepared in l996 of $80 million plus or minus 25% is realized.

Before I conclude my remarks, I must take a moment to raise an important issue on behalf of all Inuit, but specifically for the Inuit of Nunatsiavut in Labrador.

· As regards the issue of sealing, the Commission will report before the end of 2012 on the implementation of Regulation 1007/2009 in EU Member States, including the application of the exemption allowing for trade in seal products from hunts conducted by Inuit and other indigenous communities that contribute to their subsistence.

Par le présent recours, les parties requérantes, des chasseurs et trappeurs inuits, des personnes impliquées dans des activités portant sur les produits dérivés du phoque, des organisations représentant les intérêts des inuits ainsi que d’autres personnes et sociétés actives dans la transformation des produits dérivés du phoque, visent à obtenir l’annulation du règlement (CE) no 1007/2009 du Parlement européen et du Conseil, du 16 septembre 2009, sur le commerce des produits dérivés du phoque (1), qui prévoit des restrictions à la commercialisation des produits dérivés du phoque sur le marché de l’Union européenne.
By means of this application the applicants, Inuit seal hunters and trappers, individuals in another way engaged in other activities involving the seal products, organisations representing the interests of Inuit as well as other individuals and companies active in processing of seal products, seek the annulment of Regulation (EC) No 1007/2009 of the European Parliament and of the Council of 16 September 2009 on trade in seal products (1) providing for restrictions on the placing on the market of the European Union of the seal products.

Moreover, the applicants submit that the defendants did not weigh the interests of the Inuit Community in surviving in the Arctic against the moral convictions of some citizens in the Union and therefore violated the Article I of Protocol No I to the European Convention of Human Rights (ECHR) and Article 8 ECHR, read in light of Articles 9 and l0 ECHR and as explained in the Court’s case law, as well as their fundamental right to be heard.

A great deal of them are offensive but none more so, I would suggest to the House, than the amendments that are part of Group No. 4. They attack the sections that would expand the ability of the first nations to have input into the implementation and total application of SARA. Just before the House resumed today a press release from the president of the Inuit Tapiriit Kanatami Association speaking on behalf of the Inuit in the north attacked the government indicating clearly that the Inuit were no longer in a position to support the amendments as proposed.
