Is of the view that, if and when Russia becomes a genuine democracy, the depth of cooperation between it and the EU could reach unprecedented levels; therefore invites Russia to transform itself into a true democracy exercising the rule of law, and to root out all practices involving the use of violence as a means of furthering political goals; notes that the bilateral security agreements recently proposed by Russia would severely weaken the integrity of the security architecture of the EU and would also drive a wedge into the relationship between the EU and the US;
