248. La directive 94/58/CE du Conseil du 22 novembre 1994 concernant le niveau minimal de formation des gens de mer fait figure d'exception. 248. Council Directive 94/58/EEC of 22 November 1994 on the minimum level of training of seafarers is an exception. While based on Article 80 (ex 84) (2) of the Treaty, it states that "mutual recognition among Member States of certificates referred to in Article 3 held by seafarers who are not nationals of Member States shall also be subject to the provisions of Directives 89/48 and 92/51".
